Research On The Management Of AIDS Criminals In Shanghai A Prison

AIDS is not only a human physical disease,but also a major social problem involving public health,public management and social discrimination.The high population density of criminals and the high proportion of infected people make AIDS prevention and control a huge challenge for the prison system.Severe prison risk of AIDS transmission reversed transmission since 2004 to carry out the national prison system AIDS screening,at the same time the social level AIDS infection rising,gay behavior more common factors intertwined,increasing the number of AIDS criminals,resulting in prison infection,severe disease,and prison staff occupational exposure,seriously hinder the normal development of prison criminal reform work.Managing the people in the big wall well,making the people outside the big wall live well,and doing a good job in the management of AIDS criminals in prison is not only the necessary requirement for maintaining the security and stability of the supervision places,but also the main guarantee for social harmony and people’s happiness.The prevention and control of AIDS in the prison environment involves many policies,law enforcement,health and other aspects,covering public administration,education,medical care and other fields,and requires the full cooperation and joint efforts of all aspects of society.Based on human-based management theory and education theory,this paper investigates and studies the management of AIDS criminals in Shanghai A Prison through questionnaire survey,interview methods and comparative research methods.Through the investigation found that Shanghai A prison AIDS criminal management in legal rules and regulations,regulatory facilities,criminal management means,management professional enthusiasm,social participation in five aspects are insufficient,these problems reflect the A prison AIDS criminal management environment still needs to be optimized,education system also needs to be improved.Based on the above research and analysis,this paper proposes to improve the human management environment,improve the hardware facilities,improve the operability of laws and regulations,improve the treatment,improve the communication and promotion mechanism.In terms of improving the educational system,enhance the ability training through talent selection and later training;enhance the pertinence of various educational activities;and improve the social participation of prison AIDS management to establish social cooperation system.It is hoped that the above suggestions can provide reference for the management of AIDS criminals in A Prison,and we also hope to provide better development ideas for the management of special criminals with AIDS criminals as an example.
