Study On The Implementation Deviation Of Bed Management Policy In The Medical Reform Of A Hospital In Heilongjiang Province

Health resources are very limited,which makes medical treatment "difficult and expensive".These current conditions place higher requirements on medical institutions such as hospitals.Bed resources are the carriers th at carry the majority of medical and health services in medical and health institutions.What measures or methods can be used to scientifically manage the hospital bed resources,improve the use efficiency of bed resources,and ultimately achieve the overall balance of the allocation of medical resources,which is a hot topic that many management teams at home and abroad pay great attention to.Starting from the initial purpose of the bed management policy,this article focuses on collecting the policy implementation status and related information of Heilongjiang A Hospital before and after the policy issuance in 2017,using indicators such as bed utilization,average hospitalization days.A series of theoretical models such as implementation deviation and p ublic choice theory,analyze the utilization of bed resources and the effect achieved at the current stage,and explore the causes of the implementation deviation problems of the bed reform policy,and propose corresponding amendments for the reasons opinion.Overall,this research is divided into the following sections:The first part and the second part introduces the research background and significance of this article,which lays down the overall environment and regional conditions for the research and discussion of this thesis.Then this chapter introduces the theoretical basis applied in the analysis of this article,that is,the theory of public choice theory,etc..The third part is an important part of this research.It mainly uses the statistical data of medical institutions in recent years,including the bed retention rate,the bed utilization rate.There are also questionnaire surveys and summaries conducted by visiting medical staff and patients,and then calculating and judging the reasonable interval of open beds in clinical departments.It focuses on analyzing changes in the work of medical staff before and after the implementation of the policy,and patients seeking medical treatment.What changes occur in the waiting period and treatment cycle,whether these changes are good or bad,etc.,and then use these changes to study the deviation between the initial purpose of policy implementation and the effect of implementation.The research data show that the hospital bed reform policy in our provin ce has reduced the average length of stay and improved the efficiency of bed use to a certain extent,but there are still some problems that need to be solved,such as the difficulty of meeting the quantitative bed targets of some departments and the large number of patients.The fourth part and the fifth part,through the summary and summary of the relevant deviations in the third part,uses the theory and models of public management to analyze the surface and deep reasons for the existence of such deviations,proposes and corrects measures for the implementation of bed policies in medical reform.This study proposes the following solutions,including dynamic planning of the number of beds in each department,establishment of emergency allocation management o f bed resources,etc.,aimed at seeking more feasibility through the study of policy implementation deviations The plan provides support for optimizing the use of bed resources,improving the quality of health resources,and promoting medical reform.
