Medical informatization system can effectively improve the resource utilization of healthcare institutions,optimize management processes and provide efficient management methods to meet the internal and external needs of healthcare institutions to the greatest extent.Because of the professional and industry characteristics,information technology system projects in hospitals or other medical units present high complexity,many associated links,and uncertainty of project requirements,which often show many restrictive factors in the construction process.For the information system project of medical institutions,what kind of risk identification and assessment methods should be adopted,how to further determine the risk assessment indicators and formulate corresponding countermeasures are issues worthy of attention in the theoretical and practical aspects.Therefore,this paper takes the risk management of R hospital information system project as the research content and constructs a perfect risk identification and assessment system to provide reference for the implementation of information system projects in medical institutions.Based on the systematic analysis of project risk management aspects and methods,this paper focuses on the identification,evaluation,and control measures of project risks,which is combined with the collected cases of R hospital information system project.First of all,this paper uses the Delphi method to design the risk factors questionnaire prediction table,which identifies and evaluates various risk factors including organization management risk,cost risk,etc.Moreover,a questionnaire survey was conducted among 30 experts and the results were collected.Secondly,the fuzzy comprehensive evaluation(FCE)is used to calculate the relative weight value and comprehensive weight value of each risk factor index.By constructing the weight matrix and membership matrix of each level,the matrix synthesis operation is carried out,and the risk of each level of the project and its judgment value are calculated based on the risk level judgment standard,and the conclusion that the risk level of the target level and the criterion level is "general" is obtained.Finally,this paper develops the targeted risk prevention and control strategies based on the project risk assessment findings and assessment data.The main conclusions of this paper are as follows:(1)in the implementation process of R hospital information project,it shows high system complexity,many related links,large uncertainty of project requirements and complex construction technology.Delphi method is used to analyze and determine the major risk factors in the implementation process of R hospital information system project,such as: the risk of hardware equipment wastage;the risk of project schedule delays due to rework;the risk of new technology application failure,etc.(2)The results of the judgment value L of management,cost,system,schedule,technology and safety of R hospital information system project were 4.4460,4.4084,4.3976,4.1228,4.5238 and 4.6800 respectively.Compared with the judgment standard of risk level,the risk level of R hospital information system project was evaluated as "average".(3)Through the weight calculation results of R hospital information system project risk index system,it can be found that each criterion layer should develop more perfect countermeasures for the index risk factors with greater weight. |
