This study summarizes the current relevant policies and standards of human resource allocation in rehabilitation hospitals at home and abroad.From the perspectives of population,institutions,beds,number of personnel,medical services,rehabilitation needs,etc.and on the premise of understanding the development status of rehabilitation hospitals in Guangdong Province,taking D hospital as an example,the purpose is to explore the human resource allocation methods of rehabilitation hospitals in Guangdong Province under the background of the trend of combination of medical and provision for the aged.Then it summarizes the difficult problems in the construction and development process,and puts forward feasible reference suggestions to provide some ideas of transformation and development for the establishment and improvement of the rehabilitation hospitals,so contributes a little to alleviate the pressure of providing for the aged in China’s aging society.The study uses research methods such as policy literature research,questionnaire surveys,field surveys,as well as statistical analysis methods such as chi-square test,analysis of variance,factor analysis,correlation analysis,time series forecasting and gray forecasting models,using Excel,SPSS,gray modeling software and other tools,combining theory with practice,combining qualitative and quantitative,comprehensively studies the human resource allocation of Guangdong rehabilitation hospitals under the background of the combination of medical and provision for the aged.The results show that from 2012 to 2019,the proportion of the elderly population in Guangdong Province showed an overall upward trend.The number of rehabilitation hospitals on the whole was small and the growth was slower,the scale was relatively small,the composition of personnel was changing,the gap in health and technical personnel especially nurses and rehabilitation therapists was still large,and the bed utilization rate still needed to be improved.From the perspective of demand,the new type of rehabilitation hospitals currently have a relatively high rate of support,and there will be considerable and continuous growth in the market potential.The number of doctors,the number of nurses,costs,medical care level,environment,the number of rehabilitation therapists,dietitians,and psychologists are the aspects of general concern for service targets.This study took D hospital as an example for its human resource allocation,and believes that the Guangdong rehabilitation hospitals under the background of combination of medical and provision for the aged can be adjusted based on the reference standard according to needs or workload.However,there are some difficult problems in the construction process,such as the failure of timely adjustment of policy standards;high cost,lack of funds and difficulty in starting operations;contradiction between supply and demand;lack of rehabilitation medical professionals,relatively low academic qualifications and professional titles;shortage of staff and low enthusiasm for personnel,etc.,which can be improved by the following measures: relevant government departments improving standards;the government increasing policy and medical insurance support;strengthening publicity and establishing a dynamic adjustment mechanism for personnel;recruiting through multiple channels and cultivates talents in multiple ways;narrowing the wage gap between internal and external staff,and performance wages attracting talents.
