fairness and accessibility as compulsory education for all,covering urban and rural medical and health service system has basically formed,population expanding health-care coverage,drugs increased year by year in health care,medical science and technology level rapidly increase,the people’s health has improved.Since the COVID-19 epidemic broke out,China’s medical and health system has withstood the test in the global epidemic and played an important role in the COVID-19 epidemic prevention and control.At the same time,we should also be aware that the current level of development of China’s medical and health services is not in harmony with the health needs of the people and the requirements of economic and social development.Urban-rural and regional medical and health cause unbalanced development,resource allocation is unreasonable,public health and rural and community health work is weak,especially at the end of 2020 in hebei chaff,an outbreak of the new champions league city village clinics,clinics and other medical institutions at the grassroots level in the current outbreak,not give full play to their role in "the sentinel",let us clearly see the weakness in our health care reform.At the same time,the medical security system is not sound,the drug channels is unreasonable,the hospital management system and operational mechanism imperfect,the doctor practicing system people is very strong.Shanxi,as an underdeveloped province in central China,is affected by geographical conditions,administrative divisions and urban-rural "dual" structural system,and has prominent problems such as unbalanced development of medical and health undertakings,unreasonable allocation of resources and unequal service supply.Strengthening grass-roots has become an unavoidable major problem and relaways project in Shanxi’s medical reform.At the same time,the situation and task of overall planning,equalization and sharing the fruits of reform in urban and rural areas have become more urgent.Based on the actual situation and task of Shanxi Province,Shanxi Province has carried out a multi-level,multi-field,horizontal and vertical,consistent reform exploration.By studying the counties and townships in Shanxi Province integration of medical and health institutions reform(hereinafter referred to as the "integrated reform")of the status quo,summed up the integration of the concrete step in the process of reform and the reform of the achievements and experience,analysis of integration in the process of the reform of the problems and the reasons of the problems,further explore integration reform needs to take measures,next is helpful to deepen the understanding of integration reform in Shanxi Province,effectively solve the plight of the integration of reform,promote integrated reform in Shanxi Province,although certain achievements have been made,some problems inevitably arise.The reform system is not perfect,the reform progress is not balanced,the reform advance is not thorough,the reform measure is not coordinated,still restricts the progress of the integration reform of county and township medical and health institutions in Shanxi Province.In this regard,this paper proposes to establish a talent recruitment and training system suitable for the development of the industry,build an integrated management platform,strengthen information construction,strengthen the integrated supervision and assessment of county and township medical and health institutions,and use the "three basic construction" to help county and township medical and health institutions integrated reform countermeasures and Suggestions.
