Human medical trials play an important role in the development of medicine.New drugs or emerging medical technologies need to be tested for their safety and effectiveness through human medical trials before they are used for ordinary clinical patients.Because human being is the subject of the experiment,the ethical issues involved in human medical experiment are more sensitive and complex than other experiments.Non-therapeutic human medical trial is an important branch of human medical trial,which plays an important role in the development of new drugs and new medical technology.At present,a series of basic principles have been formed to solve the ethical problems in human medical trials,including drug management norms and informed consent system.All these effectively restrict the human medical trials,but also provide protection for the rights and interests of the subjects.The establishment of these ethical principles and systems has played an important role in regulating human medical trials and protecting the rights and interests of subjects.However,the particularity of non-therapeutic human medical trials lies in that the subjects of the trials are healthy people or have no direct correlation with the target diseases targeted by the drugs and technologies.Therefore,the ethical principles and review system of general human medical trials may not be able to effectively deal with the ethical problems in non therapeutic human medical trials.In practice,some research subjects are motivated by interests and do not care about damaging the interests of the test subjects.There are such problems as forced induction of subjects,using vulnerable groups for the test,and double standards for different treatment,which seriously damage the rights and interests of the subjects.Therefore,on the basis of adhering to the general ethical principles and review system of human medical experiments,according to the particularity of non-therapeutic human medical experiments,how to further improve,refine and supplement the existing principles and systems,so as to make them more in line with the actual requirements,is the focus and goal of this study.This paper is divided into five parts:The first part is the introduction,which introduces the purpose and significance of the research,systematically sorts out the research results at home and abroad,and reviews the main viewpoints that have been formed;The second part is to define the concept of non-therapeutic human medical trial.which lays the foundation of this study.The characteristics of non-therapeutic human medical trials are described,the differences between non-therapeutic human medical trials and general human medical trials are clarified,and the necessity of studying the ethical problems of non-therapeutic human medical trials is clarified.The third part introduces the ethical issues arising from non-therapeutic human medical trials and makes attributions to these issues.The fourth part puts forward the concrete measures to solve the problem according to the bioethics principle.The fifth part is the conclusion,which summarizes the important conclusions obtained in the study,and points out the unfinished areas of this study and the direction of future research efforts.
