| The Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China has made clear that it is necessary to promote the construction of a healthy China,while with the growing awareness of the health of Chinese residents,China’s commercial health insurance has been developing rapidly in recent years,driven by policy dividends and market demand.In early 2020 the country was affected by the new coronary pneumonia epidemic,insurance companies " million medical" health insurance products are a large area of online sales.However,China’s commercial health insurance still can not meet the market demand,the future development space still needs to be developed.There are many factors that affect the development of commercial health insurance,and changes in fertility policy will also have an impact on them.From the "one-child" policy to the "two-child-only " policy after 2011,the "two-child-alone" policy,to the current "comprehensive twochild" policy,the change in China’s fertility policy has brought about Chinese changes in the population.Therefore,analyzing the impact of China’s expanding fertility policy on the demand level and demand structure of family commercial health insurance,and putting forward the supply direction of future commercial health insurance products,can not only make better development in the future,but also promote China’s expansionary fertility policy to achieve better results and alleviate the current population problem.In this paper,from the perspective of China’s fertility policy changes,first analyze the evolution of fertility policy since the founding of New China,China’s current fertility status quo and the development of China’s commercial health insurance,and then theoretically analyze the implementation of the "two-child policy" on the family business health insurance demand of the impact path and transmission mechanism,on this basis,using the Southwest University of Finance and Economics China Family Finance Survey(CHFS)micro-research data,the "two-child policy" Before and after the implementation of the family’s demand level and demand structure for commercial health insurance to carry on the empirical and theoretical analysis,to explore the role and status of commercial health insurance in the process of two-child birth,the future direction of commercial health insurance to put forward relevant recommendations.This article consists of six parts,the main research content and research points of each chapter as follows:The first chapter is an introduction to the article.Including the background and research significance of this article,the current situation of research on fertility policy and commercial health insurance needs at home and abroad,as well as a brief introduction of the content of this paper and research methods,and finally on the innovation points and shortcomings of the article.The second chapter is the definition of concept and the description of the present situation.The first is to define the concept of commercial health insurance requirements and fertility policies,in which commercial health insurance needs generally include natural needs,potential needs and effective needs,taking into account the practicality and feasibility of research,this paper adopts the concept of the effective demand for commercial health insurance,that is,the number of commercial health insurance products that consumers are willing and able to buy at the price level of established commercial health insurance products;Policies that encourage population fertility and do not interfere with population trends.Then comb the evolution of China’s fertility policy from the "one-child" policy since the founding of New China to the "two-child-only " policy at the end of 2011,the "twochild-alone" policy at the end of 2013,and the "comprehensive two-child" policy starting in October 2015;Finally,from the perspective of health insurance premium income,insurance density,insurance depth and so on,China’s commercial health insurance has achieved rapid development in the past ten years,but there are problems such as the smaller overall size of health insurance,the difficulty of making profits of professional health insurance companies,the serious imbalance in the structure of health insurance products,the lack of differentiation of health insurance products,and the deviation of some professional health insurance companies from the main business.The third chapter theoretically expounds the influence path and transmission mechanism of fertility policy on the demand of commercial health insurance.Since 2011,China has gradually liberalized the "two-child policy",on the one hand,the "two-child policy" makes the number of new family and the number of pregnant women increase,thereby increasing the demand for medical and health services in the family,and on the other hand,the "two-child policy" will have an impact on the age structure of the family population,that is,the proportion of the family’s children,middle-aged population,the proportion of the elderly population,and thus affect the structure of health insurance demand.The fourth chapter is an empirical analysis of the impact of the change of fertility policy on the level of demand for family commercial health insurance.Using data from the China Family Finance Survey of Southwest University of Finance in 2011,2013,2015 and 2017,an empirical model is established to analyze the impact of changes in China’s fertility policy on the purchasing decision and demand level of family commercial health insurance.So this chapter begins with a detailed description of the data sources and variable definitions in this paper,and then uses Stata statistical software to descriptive statistics and correlation analysis of relevant variables,and makes detailed analysis and interpretation of statistical results.Finally,through the Probit model and Tobit model,the influence of the change of fertility policy on the overall level of commercial health insurance demand is analyzed in depth,and the heterogeneity analysis and robustness test are tested,and the empirical results are explained and analyzed in detail according to the relevant theory and reality.We have found that,with the gradual liberalization of fertility policy,with the increase in the number of children of families,will increase the family’s purchase of commercial health insurance and the level of purchase level,as Chinese families have formed a trend of miniaturization,after the liberalization of the two-child policy,the proportion of three or four families is still the highest,in the miniaturized family structure of the demand for commercial health insurance will be increasing,the number of elderly people in the family and business health insurance needs are negatively correlated,China’s aging population will discourage households from buying commercial health insurance.In rural areas,the above findings are more pronounced in urban areas,possibly due to factors such as income levels of urban and rural households,the level of education of heads of household,and risk awareness.The fifth chapter is the analysis of the influence of the change of fertility policy on the demand structure of commercial health insurance.This chapter analyzes the impact of changes in fertility policy on commercial health insurance in theory according to the trend of future Chinese structure.From the child population,under the role of fertility policy,the family’s demand for children’s health insurance will increase,but children of different ages have different priorities for health insurance needs,from the elderly,China’s growing aging trend is inevitable,coupled with the increase of special elderly groups such as deactivation,empty nests,in the context of family structure miniaturization of their demand for long-term care insurance will be increasing;Their demand for insurance for major illnesses and income for loss of energy will also grow.At the same time,under the condition of family purchasing power constraint,the family should consider "first adult,then child,first pillar and then auxiliary;adults priority configuration,early configuration of children,the elderly reasonable configuration of the " health insurance purchase principle.The sixth chapter is to summarize and put forward relevant suggestions.Based on the above theory and empirical analysis,it is summarized.It is also suggested that insurance companies should innovate insurance maternal special disease insurance products,improve comprehensive health insurance for children,expand long-term nursing insurance and energy-free income insurance,actively participate in health management,use science and technology to develop health services,and use big data to improve product pricing capacity,and government departments should improve the health insurance tax preferential system,improve supervision and publicity guidance mechanism,and the family should raise risk awareness and insurance awareness.Reasonable allocation of commercial health insurance in cases where family income is limited.The main research features and innovations of this paper are:(1)Keep up with the forefront of China’s social policy,combine with the current hot topic of health China construction,from the perspective of reproductive policy changes,the use of Southwest University of Finance and Economics China family finance survey of multiple years of micro data,the use of theoretical and empirical combination of methods to analyze the impact of reproductive policy changes on the level of demand for family commercial health insurance and demand structure,and targeted to put forward relevant countermeasures and suggestions,research content combined with practical and close,pay attention to the practical ity and application value of research results.(2)From the perspective of research,the subject of this paper is based on China’s fertility policy changes in recent years as the background,the domestic micro-data from the perspective of analysis of the impact of reproductive policy on the demand for commercial health insurance research is less,so there is a large writing space.Studying the impact of demographic changes on the demand structure of commercial health insurance products can provide the direction for innovation and policy support for future health insurance products.According to this,the paper puts forward a variety of innovative countermeasures,including: innovative maternal special disease insurance for maternal women’s reproductive risk,for different age groups of children to provide different characteristics of insurance products,according to the birth of children to develop progressive tax preferential system,according to income level to develop progressive tax preferential policies,and with the use of tax preferential policies to optimize the structure of the health insurance market. |
