A Research On Risk Management Of New Hospital Construction Project Of Zhongxiang People’s Hospital In PPP Mode

With the deepening of China’s medical reform and the increasing medical needs of the people,the medical environment and medical conditions in many places can no longer meet the existing needs,but the local financial pressure is increasing day by day,and only relying on the financial resources of the local government can no longer meet the development of medical care and the needs of the people.Therefore,in recent years,the state has encouraged private and social capital to participate in the reform of public hospitals,and the state has also implemented targeted and loose policies in industrial layout.In the process of project promotion,there are many reasons for the implementation of the hospital project,some of which will cause bad social impact.Therefore,the identification and control of project risks will ensure the development of PPP hospital projects to the expected goals and results,and benefit the healthy and sustainable development and innovation of public goods and services in the medical industry.After sorting out the practical experience of similar cases and relevant theories,this paper expounds and summarizes the research status at home and abroad,and makes a brief comment on the relevant research methods.Then it introduces the hospital project and its operation mode under PPP mode,the construction project participating units,the definition and meaning of hospital project management risk,and the project management risk theory.To applying the idea of risk management,combining with the current national policy,to parse the thinking of the PPP hospital project risk identification,summed up the project management through inducing risk identification strategy,on the basis of appropriate to the theoretical knowledge,form the initial listing project management risk,and then based on the characteristics of PPP investment mode of hospital construction project for project management risk identification list and summary and evaluation in the end.Finally,the key risk factors of Zhongxiang People’s Hospital are put forward against the background of the new hospital construction project.In order to ensure the progress of the project in accordance with the expected results and objectives,and in accordance with the ways and methods of project risk control and risk response measures,this paper proposes the risk response measures and prevention and control plans of the new hospital construction project under the PPP investment mode.The risk prevention and control strategies and schemes of PPP hospital project management made in this paper have certain significance for innovation and development of PPP project risk management.
