Study On The Implementation Of Marine Fishing Control Policy In Yingkou City

In recent years,overfishing has led to the decline of marine fisheries in Yingkou.Therefore,Yingkou implements a policy,which reduces fishing capacity and intensity by summer fishing moratorium and reducing the number of fishing vessels and fishermen,to achieve the sustainable development of marine fisheries.Since the implementation of the policy,although the number of motor vessels and fishing output has decreased,the total power of the vessels has increased and the fishing intensity has not decreased,which indicates that the policy effect is not satisfactory.This requires us to think about the problems in the implementation of the policy,analyze the causes of the problems,and put forward corresponding solutions to make Yingkou’s marine fishing control policy play a better role.The paper consists of six parts.The first part introduces the background and significance of this topic and the research status at home and abroad;The second part points out the related concepts of fishing control policy implementation,and introduces the Smith model;The third part outlines the content of fishing control policy in Yingkou,and analyses the actuality and effect of policy implementation through literature research and field investigation;The fourth part summarizes the problems existing in the implementation of the policy,such as too few means of fishing control,too high cost of policy implementation,difficult for departments to perform their functions effectively,lack of active participation of fishermen,and too light punishment for violations,and the Smith model is used to analyze the causes of the problems,such as inadequate policy content,insufficient capacity of policy enforcement agencies,damage to the interests of target groups,and unsatisfactory external environment;The fifth part puts forward some countermeasures to solve the problems,such as increasing policy coordination,improving fishery administration execution ability,safeguarding the interests of fishermen and improving the external environment of the policy;The sixth part gives the conclusion of this paper,on the one hand,Yingkou should revise and improve its current policies,focus on reforming the leading system of fishery law enforcement and improving the port-based vessel management system,on the other hand,Yingkou should adopt a variety of fishing control means,pay attention to coordination of fishing output control,input control and technical management control,so as to effectively control fishing intensity.
