Performance Evaluation And Influencing Factors Analysis Of Natural Forest Protection Project Region In Heilongjiang Province

Since the implementation of the Natural Forest Protection Project,the results have become the focus of attention from all walks of life.Tracking evaluation of the performance of the natural forest protection project region is conducive to finding the driving factors and obstacle factors in the implementation of the project,so as to take targeted measures to implement the natural forest protection project strategy and adjust the structure of the forestry industry,so as to enhance the competitiveness of the natural forest protection project region and promote the overall transformation and development of the natural forest protection project region economy.This study attempts to evaluate the performance of natural forest protection project in Heilongjiang Province as an example,which is of great theoretical and practical significance to promote the continuous improvement of the performance of natural forest protection project in Heilongjiang Province and the transformation and development of state-owned forest regions.Starting from the background of natural forest protection project,on the basis of combing the relevant literature and practice at home and abroad,taking sustainable development,ecosystem and forestry complex system as the theoretical basis,according to the main objectives of natural forest protection project construction,from three subsystems i.e.,the resource subsystem,industry subsystem,social subsystem,the performance evaluation index system of natural forest protection project region in Heilongjiang Province was systematically constructed with 7 control levels,3 sub-systems,31 indicators.The TOPSIS performance comprehensive evaluation model,driving factor analysis model and obstacle factor analysis model based on entropy weight were constructed by using the performance index system data of natural forest protection project region in Heilongjiang Province from 1997 to 2019.The comprehensive performance evaluation standard was defined,and the performance of natural forest protection project region in Heilongjiang Province from 1997 to 2019 was evaluated,and its driving factors and obstacle factors were analyzed.The results showed that:(1)From 1997 to 2019,the comprehensive performance value and the performance value of resource subsystem,industrial subsystem and social subsystem of natural forest protection project region in Heilongjiang Province show a fluctuating upward trend on the whole,and all of them have experienced a good change from a "slightly decreasing" to a "getting better" level.The performance level of natural forest protection project phase II was significantly higher than that of natural forest protection project phase I,which indicated that the natural forest protection project region of Heilongjiang Province had entered into a compound economic development period dominated by ecological construction.The industrial economy of natural forest protection project region presented a development trend driven by under forest economy.Compared with the natural forest protection project phase I,The cultivation and restoration of forest resources,the ecological environment and people’s livelihood in natural forest protection project phase Ⅱ had significantly been improved,and the society had achieved good harmony and stability.(2)The main driving factors before the pilot project,during the pilot project and in the natural forest protection project phase I were related indicators of the forestry secondary industry.The top six driving factors of the natural forest protection project phase Ⅱ were the total output value of forest tourism and leisure services industry,the output of edible fungi products,the living expenses of the retirees in the current year,the total investment in the forestry industry completed in the year,gross output value of forest-related industries in primary industry,the total output value of the forest related industries in the second phase of the project,gross output value of forestry industry.(3)In general,the industrial subsystem was the primary obstacle.The top six obstacle factors of natural forest protection project phase Ⅱwere plantation wood output,forest tourism and leisure service industry output,wood sales,project region wood output,wood-based panel manufacturing industry output and gross output value of forest-related industries in primary industry.(4)The industrial subsystem of natural forest protection project region in Heilongjiang Province needed transformation,development,continuous optimization and upgrading,especially the forest tourism,edible fungi and other alternative industries need to be further expanded and developed,and the development of forestry industry needed to continue to increase investment;Social subsystem should be paid close attention to in the future.Finally,according to the analysis results of driving and obstacle factors,the suggestions were put forward to improve the performance of natural forest protection project area in Heilongjiang Province from the aspects of national policies,sources of funds,enterprises and so on.
