Investigation And Study On The Present Situation Of Centralized Harmless Disposal Farm Of Sick And Dead Livestock And Poultry In Henan Province

In recent years,the livestock and poultry breeding industry in China has developed rapidly,the pace of large-scale breeding has been accelerated,and the comprehensive productivity has been significantly enhanced.At the same time,the level of standardized breeding in China is still relatively low,the ability of epidemic disease prevention and control is still relatively weak,and the mortality of livestock and poultry caused by various diseases is still relatively high,so a large number of sick and dead livestock and poultry are produced in the breeding link.Nowadays,sick and dead livestock and poultry are discarded at random or even sold to the catering link and other illegal acts occur from time to time,which not only endanger the production safety of the farm and the ecological environment safety,but also may endanger the food safety and public health safety.Concentrated and harmless treatment of sick and dead livestock and poultry is an important livelihood undertaking related to animal epidemic prevention and control,public health safety,food safety and ecological environment safety,and has the property of social welfare.Since 2013,China has issued a series of policies,laws and regulations to promote the process of harmless treatment of sick and dead livestock and poultry.At present,two treatment methods have been formed.One is harmless treatment by large-scale farms themselves,and the other is centralized treatment by specialized harmless treatment farms.The combination of the two treatment methods effectively reduces the chaos of illegal disposal of sick and dead livestock and poultry,and also brings good social,economic and ecological benefits.But since 2018,our country after the outbreak of African swine fever,illness places its focus on harmless treatment as agents of livestock and poultry development is facing many difficulties,such as unreasonable layout,single backward technology,facilities need to update,harmless treatment and collect farms and loss of energy transfer mechanism disposal technology to improve staff quality,focus on harmless treatment regulation,imperfect disposal subsidy policy,subsidies strength small,the benefits are not in a timely manner.In order to promote the healthy and sustainable development of centralized harmless treatment of diseased livestock and poultry in Henan Province,and to improve the capacity and level of centralized harmless treatment of diseased livestock and poultry in Henan Province.The author selected a total of 31 centralized harmless disposal farms of sick and dead livestock and poultry in 8 cities of Henan Province for field visits and investigations,and visited local animal health supervision institutions to understand the supervision of centralized harmless disposal of sick and dead livestock and poultry.In our province and death of livestock and poultry concentration harmless treatment the analysis of existing problems,combining the domestic and foreign advanced experience,put forward to promote the healthy development of dead livestock and poultry concentration harmless treatment in our province countermeasures and Suggestions:strengthen the dead livestock and poultry disposal under the rule of law construction,improve the relevant policies,laws and regulations,improve the dead livestock and poultry disposal regulatory system,improve dead livestock and poultry concentration harmless treatment ability,perfect concentrated disposal form a complete set of security measures,advance disposal information construction.
