The report of the Nineteenth National Congress of the Communist Party of China pointed out that "Establishment of ecological civilization is a millennium plan for the sustainable development of the Chinese nation." It is necessary to "integrate the management of mountains,waters,forests,lakes,and grasses." In this context,how to effectively promote grassland ecological governance has become an important issue in the construction of ecological civilization.Although the state has promoted the grassland ecology to show a partial improvement through the implementation of grassland ecological protection policies and the implementation of grassland ecological construction projects,the problem of overall deterioration continues,and the problem of grassland ecological governance has not been fundamentally resolved.Therefore,the current problems of grassland ecological destruction,grassland desertification and degradation in China need urgent attention and solution.Tongliao City is one of the typical areas where grassland ecological damage is severe,and it plays the role of an important ecological protection barrier in northern China.Solving the problem of grassland ecological governance has become the primary task of Tongliao City.The research object of this thesis is grassland ecological governance.The research location is Tongliao City,Inner Mongolia Autonomous Region.The research methods of literature research,questionnaire survey,in-depth interview,and qualitative analysis and quantitative analysis are combined.Based on the previous research results,combined with the general situation of grassland ecological management in Tongliao City,the questionnaire design and interview outline were developed to obtain survey data and interview data to promote a systematic understanding of the actual situation of grassland ecological management in Tongliao City Helps to explore existing problems and their causes.The content of this study mainly includes the following six parts:Chapter 1 is the introduction.The first is to elaborate the research background and research significance,comb the domestic and foreign research status of grassland ecological governance,and then design the overall thinking and research method of this research based on domestic and foreign research results,clarify the main content of this research,and point out that the content may Existing innovations.Chapter 2 is the core concept and theoretical basis.To define the three core concepts involved in this study,namely ecological governance,and grassland ecological governance,by arranging and summarizing public goods theory,sustainable development theory,and multi-center governance theory,we laid the theoretical foundation for this study.Chapter 3 is an analysis of the current situation of grassland ecological management in Tongliao City.It mainly includes two parts: governance overview and governance effectiveness.The governance overview part is elaborated from four aspects: governance subject,governance object,governance method,and governance measures.The effectiveness of governance is based on a general survey of governance,which is mainly reflected in the initial formation of a multiple governance pattern,the effective containment of grassland desertification speed,the continuous increase in grassland supervision,and the increasing prevention of grassland fire prevention.Chapter 4 is the existing problems and causes of grassland ecological management in Tongliao City.The first is the field survey,which is elaborated from the questionnaire design,questionnaire distribution and recovery,reliability and validity analysis,and sample statistical analysis in order.Then there are the existing problems,mainly reflected in the passive participation of the public in governance,the lack of government governance responsibilities,ineffective implementation of ecological policies,inadequate implementation of ecological projects,and insufficient investment of ecological funds.Finally,the causes of the problem mainly include low public participation initiative,lagging in government governance concepts,insufficient resources for policy implementation,difficulty in coordinating project authorities,and a single source of grassland ecological funds.By analyzing the existing problems and causes of grassland ecological governance in Tongliao City,it is convenient for the follow-up to propose more effective countermeasures to the existing problems.Chapter 5 is the countermeasures and suggestions of grassland ecological management in Tongliao City.In order to provide effective solutions to the existing problems of grassland ecological governance in Tongliao City,it mainly includes increasing public participation,promoting the updating of government governance concepts,improving the quality of policy implementation resources,improving the coordination mechanism of competent departments,and focusing on building multiple financing channels.Chapter 6 is the research conclusion and research prospect.Summarize this study,draw the conclusions of this study,and point out the shortcomings of this study,and put forward the prospects for the issues worthy of in-depth study.
