Since the reform of the new round of collective forest rights system,China’s forestry economic growth, farmers’ income and forest resource protection have made great progress;but at the same time, the division of forest land in China has been more subtle and fragmented, and the degree of fine forestation has further deepened, hindering forestry production.Comprehensive development. The purpose of the forest reform is to improve the quality of forests and improve the benefits of forestry farmers operating forestry. In order to promote the development of forestry production and promote the further implementation of forestry policies,it is crucial to study the impact of forestry fragmentation on the management efficiency of forest land.Guangdong is a traditional forestry province. At present, the forest area and forest coverage rate of Zhaoqing City rank first in the Pearl River Delta urban agglomeration, with certain typicality and representativeness.Zhaoqing City is the main production base of forest products in Guangdong Province, but its economic ranking is backward. How to turn resource advantages into economic advantages is worthy of further discussion. Therefore, this paper uses Zhaoqing City of Guangdong Province as a sample area to conduct research.First of all, this paper defines two key concepts in this thesis: the fineness of forest land and the efficiency of forest land management, and secondly, the impact and measurement of forest land fragmentation, the influencing factors of forest land management efficiency and the calculation. The research summarizes and summarizes the relevant content of farmer behavior theory and scale economy theory, and provides theoretical basis for the core viewpoint of the paper.Thirdly, starting from the forestry management of the research area in Zhaoqing City,Guangdong Province and the current situation of fine forestation, the forest endowment resource and forest land management characteristics, forest land fragmentation and its genesis are introduced in a comprehensive way.In addition, based on the micro-level survey data of farmers in Zhaoqing City,Guangdong Province, the influencing factors of farmer’s forest land management behavior: household characteristics, farmer household characteristics, land resource characteristics and external environmental characteristics were statistically described and analyzed, and the reality of its existence was explained.the reason.Further elaborate the input and output situation of farmers and the distribution characteristics of forest land, and establish a DEA model to measure the efficiency of forest land management efficiency, and construct a forest shredded index to measure the degree of fragmentation of forest land. Finally, the Tobit model is used to empirically analyze the degree of fragmentation of forest land and its impact on forest management efficiency, and draw conclusions. The results of this thesis indicate that:(1)At present, the forestry management efficiency of the sample farmers is too low,and the insufficient input of production factors of farmers is one of the reasons, but the most important factor is the irrational structure of the production factors of the farmers and the backwardness of the management technology. The DEA model calculation results show that the main reason for the inefficiency of the technical efficiency of farmers is that the pure technical efficiency is low, that is,the farmers’ ability to allocate and utilize resources is weak.(2)In the sample area, the degree of fragmentation of farmers’ forests is relatively high, and the “divide-to-home” reform of collective forest rights has aggravated the fragmentation of farmer’s forest land. The detailed fragmentation of forest land shows that the per capita forest land of farmers is relatively small, and the number of single-family forest plots is large, and the geographical distance between the plots and the farmer’s residence is far. Moreover, the fragmentation of forest land affects the allocation of production factors for forestry management by farmers.(3)It is speculated that the fragmentation of forest land will affect the investment mode and quantity of farmers’ forest land management, and ultimately affect the efficiency of forest land management.According to the test results of the Tobit model, the fragmentation of forest land has a significant inhibitory effect on the improvement of forestland management efficiency, that is,the higher the degree of fine forestation, the lower the efficiency of forest land management.(4)In addition to the fragmentation of forest land, forestry disasters also seriously threaten the efficiency of forest land management. The prevention of forestry disasters and the dispersion of forestry risks should be taken seriously.Based on the above conclusions, this paper puts forward the corresponding enlightenment.: First, establish and improve the forestland circulation market, optimize the allocation of forest land resources;second, strengthen the forestry science and technology service level and enhance the farmer’s forest land management capacity;third, promote the forestry Financial support to solve the problem of fund raising;Fourth, develop and improve the forest insurance system to improve risk resilience.
