As a new type of environmental protection and energy-saving waste treatment method,incineration power generation has effectively relieved the pressure of "garbage siege" in various cities and plays an important role in harmless,reduced and resourceful waste treatment in China.However,in recent years,the negative externalities of waste-to-energy plants have led to numerous incidents of group conflict,seriously hampering the further advancement of this favorable project.The reasons for this,the current ecological compensation of China's waste-to-energy industry has not yet formed a unified standard,the greater arbitrariness of compensation and a single source of funding,adding to the financial burden of the government,while failing to effectively alleviate the resistance of the people around the waste-to-energy plant,largely restricting the sustainable and healthy development of the industry.Therefore,"how much" has been the industry ecological compensation process to be resolved,but also the key to the smooth progress of waste incineration power projects.First,this paper analyzes the current status of ecological compensation in the waste incineration power generation industry in my country,and builds a tripartite evolutionary game model between the government,waste incineration power companies,and people around waste incineration power plants based on stakeholders and evolutionary game theory to solve and analyze the optimal After the decision-making state is balanced,the sensitivity analysis of the key compensation parameters is carried out in Matlab,and the threshold value of each compensation parameter is predicted and defined.The results show that:when the local government uses P1=61 yuan/ton and S1=0.2029 yuan/KW·h as the threshold value(standard reference value)for waste incineration power generation enterprises'waste treatment subsidies and feed-in tariff subsidies;and B=132 million(the government bears 69%(y threshold)and the enterprises bear 31%(1-?))as the threshold of ecological compensation(including land,health,and environmental compensation)to surrounding people,the government can avoid undertaking excessive financial pressure,enterprises and surrounding areas The public's enthusiasm for cooperation will not be reduced,and the length of game negotiation between each other will not delay the timely advancement of waste incineration power generation projects.And based on the simulation results,constructs(?)?S1*(S/S2)?(?)waste disposal subsidies,feed-in tariff subsidies,and compensation adjustment schemes for surrounding people.Through the innovative tripartite evolutionary game research on the ecological compensation standards of the waste incineration power generation industry,this article hopes to provide a scientific and reasonable theoretical reference for the quantification of the ecological compensation standards in the industry,and further promote the sustainable and healthy development of the waste incineration power generation industry.
