The following collection of papers examines how past and recent changes in health care legislation impacts children with special health care needs of low to moderate income families residing in New York State enrolled in Medicaid and/or Child Health plus program, NYS CHIP program. The first paper presented in the collection provides a historical overview of Americans opinions regarding health care reform from President Franklin Roosevelt's Administration to President Obama's Administration. The second paper explores the issue of children with special health care needs who were enrolled in Medicaid and Child Health Plus prior to the passage of the Patient Protection and Affordable Care Act. The final paper discusses the impact of the federal health care legislation on New York State health care programs and their effects on children with special health care needs.
