Evaluation Research On The Development Level Of Agricultural And Rural Modernization In Qinghai Province

The realization of agricultural and rural modernization is the fundamental goal of the rural revitalization strategy.Scientific evaluation of the development level of agricultural and rural modernization and the obstacle factors,It is of great theoretical and practical significance to effectively implement the strategy of rural revitalization and accelerate the process of agricultural and rural modernization.This paper based on the theory of agricultural modernization,the theory of urban and rural integration development,the theory of rural revitalization strategy,from the two aspects of agriculture modernization and rural modernization build a set of eight guideline indicators,40 specific indicators of the evaluation index system of agricultural modernization,from the three dimensions of provincial,municipal,county level of development of agricultural and rural modernization in Qinghai Province from 2011 to 2017 is evaluated,the development trend of modernization of agriculture and rural areas in Qinghai Province in recent years,short board and the insufficiency.The results showed that the agricultural and rural modernization development index of Qinghai Province increased by 0.010 annually from 0.280 in2011 to 0.338 in 2017.The overall development trend was good.In terms of agricultural modernization and rural modernization,the development of agricultural modernization and rural modernization in Qinghai Province is not balanced,and the level of rural modernization is higher than that of agricultural modernization.Agricultural management system in agricultural modernization and farmers' living standard in rural modernization are the biggest weakness of realizing agricultural and rural modernization.40 specific objective has overall,per capita arable land,village collective economy income per capita,farmers' professional co-operatives member number proportion of total population,rural residents per capita disposable income and rural per person per year on average power consumption and the rural residents' cultural education spending 6 indicators in various levels of disease are poor,is currently on agricultural rural modernization level is not high,an important factor of development not harmonious.In view of this,Qinghai province should promote agricultural and rural modernization quickly,must promote agriculturalmodernization and rural modernization.To improve the human capital level of farmers and herdsmen as a most urgent basic work to grasp.The relationship between ecological and environmental protection,rural economic development and people's livelihood improvement should be well handled as a main line of agricultural and rural modernization.As for the coordinated development of agriculture and rural areas,it is necessary to construct the industrial system,production system and management system of modern agriculture in terms of agricultural development.In rural development,it is necessary to strengthen the basic public services to agricultural and pastoral areas,and gradually realize equal development between urban and rural areas.As for the improvement of farmers' and herdsmen's human capital level,first of all,we should improve the employment environment in agricultural and pastoral areas,so as to achieve “emotional retention,treatment retention and career retention”.Secondly,we should actively cultivate practical new farmers,dig “agricultural artist”,“land experts” and so on.Finally,we should take the core socialist values as the guide and the “new Qinghai spirit” as the goal to strengthen the ideological position of farmers and herdsmen.For the development of production,life and ecology in a virtuous circle,first of all,we should strengthen the production capacity of agriculture and animal husbandry and optimize the distribution of agriculture and animal husbandry industries.Secondly,the production,living and ecological space in agricultural and pastoral areas should be rationally planned,and the model of promoting rural development should be classified.Finally,we should strengthen the protection and restoration of rural ecology and accelerate the construction of beautiful countryside.
