Research On Fiscal Expenditure Policy For Promoting Green Development Of Agriculture

As a big country with a population of 1.3 billion,agriculture is the foundation of our country.Only by solving the problem of food can we promote the development of our economy.With the development of agriculture,a series of problems have emerged,such as soil pollution and destruction of the ecological environment.The emergence of these problems has brought new development requirements to China's agriculture.The green development of agriculture is the best way to solve a series of ecological problems in China's agricultural development.The green development of agriculture is conducive to the development of the agricultural cycle and is the innovation and upgrading of sustainable development.This paper studies the factors affecting the green development of agriculture in Zhuzhou City by studying the financial support policies and data analysis of Zhuzhou City,including the two aspects of agricultural production and land resource protection,and the problems existing in Zhuzhou City's current fiscal support policy.Finally,based on the analysis of Zhuzhou City's fiscal policy and financial support for agriculture in 2010-2018,the beneficial experience of Zhuzhou City's fiscal expenditure policy supporting agricultural green development is obtained,and the successful experiences of other provinces and cities to promote green development of agriculture are also learned.And then put forward relevant policy recommendations.Based on the data research of Zhuzhou City,this paper finds that Zhuzhou City's current fiscal expenditure policy to promote green development of agriculture has problems such as imperfect financial input mechanism,defective financial subsidy system,imperfect current tax policy and lack of diversity of policy instruments.Foreign countries have promoted the green development of agriculture by establishing a special fund for agricultural green development.Heilongjiang Province has set up relevant rules and regulations and Shanghai's integration of agriculture-related funds to promote green development of agriculture.Finally,this paper proposes to optimize Zhuzhou City's fiscal expenditure policy to promote green development of agriculture: strengthen ecological environment construction,raise funds through various channels to support green agricultural development funds,increase financial support for green agriculture,and actively explore new green agricultural financial support.mode.
