Research On The Pattern And Path Of Industrial Poverty Alleviation In Hetian,Xinjiang

Since the important idea of "targeted poverty alleviation" was first put forward in 2013,the Chinese government has been working hard to lift people out of poverty and achieve all-round prosperity.The year 2020 will be a year of decisive efforts to complete the building of a moderately prosperous society in all respects and combat poverty in which the work of poverty alleviation has reached the most critical moment.Resolute winning the campaign of poverty alleviation is an important task of this year.Hetian,located in the remote area of Xinjiang,is the dual geographical and economic "isolated island",where the location is far away from the market,the traffic and information are blocked,the minorities occupy the vast majority as well as the farmers and herdsmen are lack of high cultural qualities and sufficient self-development capabilities.It is the region with the weakest foundation,the worst conditions,the largest debts and difficulties in Xinjiang and even the whole country.As one of the deep-poverty areas in "three districts and three prefectures",it is of great significance to win the battle against poverty and realize the common prosperity of the people in the whole region by relying on the hemopoietic method of industrial poverty alleviation.This paper was divided into five chapters.The first chapter is the introduction,which introduces the background and significance of the topic.The second chapter expounds the theoretical basis of relevant concepts.The third chapter analyzes the current situation and problems of industrial poverty alleviation in Hetian,and points out problems as well as defects in the industrial supporting,positioning,scale,benefit coupling mechanism and other aspects based on the analysis of the measures were taken and the results has been achieved in the industrial poverty alleviation.The fourth chapter puts forward the most suitable model of industrial poverty alleviation in Hetian,which is "government +enterprises + cooperatives + poor households" model,on the basis of the study of China's existing poverty alleviation model,combining with the actual situation in Hetian.In combination with the practice of industrial poverty alleviation in China and the regional characteristics of Hetian,the fifth chapter elaborates the relevant countermeasures and suggestions from four aspects: providing supporting services and developing characteristic industries based on comparative advantages,expanding industrial scale,improving industrial chain and refining benefit affiliating mechanism.Finally,the research results are summarized in order to help Hetian win the battle against poverty through industrial poverty alleviation and achieve a well-off society for all.
