Research On ITO Decision Making Based On Game Theory And Service Provider Selection

In recent years,software and information technology industry has developed rapidly in China.The demand of software and information technology service enterprises is transformed from basic information system construction to business development needs based on their own business and industry characteristics which makes it difficult for enterprises to complete all the work by themselves.Thus,the introduction of professional IT resource services from the outside has become one of the important strategic considerations for enterprises to solve the capacity gap.The existing outsourcing experience shows that choosing the appropriate IT outsourcing degree and service provider is crucial to the successful implementation of IT outsourcing and to ensure the project quality.And there is still a lack of theoretical and methodological guidance for the outsourcing degree decision-making of software and information technology service enterprises.There are also few features of IT services in service provider selection and evaluation studies.In order to improve the operational efficiency and upgrade software and information technology service enterprise management,it is of great significance to research on how to make reasonable outsourcing level decision and select appropriate service providers based on enterprises' business characteristics.The main contents of this paper are as follows:First of all,the process of IT service outsourcing business is analyzed based on the literature review and the actual situation of industry;On this basis,the structure and characteristics of IT outsourcing service supply chain is analyzed;And the outsourcing decision-making process of software and information technology service enterprises is defined,IT outsourcing degree strategy and its corresponding supply chain partnership are analyzed selectively.Secondly,according to the principal-agent theory,a three-stage IT outsourcing decision-making game model is constructed combined with the IT project module splitting concept.And based on the condition of information asymmetry,the countermeasures of enterprises are given under the different outsourcing degree strategy.Moreover,through numerical simulation,it is verified the impact of the project module development cost,the single cost improvement for customer needs of software and information technology service enterprise and service providers' risk aversion,the fixed cost of participation module development on the strategic choice of IT outsourcing degree.Thus,it could provide support for enterprise IT outsourcing degree decision.Finally,an evaluation index system of IT service provider selection is established based on eSCM-SP model and Delphi method.Furthermore in the view of the characteristics of the IT service provider evaluation index system,the improved hybrid multi-attribute group decision making method-GEGT method is proposed by combining GI method,the Entropy method,GRA method and TOPSIS method.At last,taking BJ company as background,the feasibility of the evaluation index system and method is confirmed.
