At present,China is in an important and critical period of economic transformation.It is an urgent task for China to accelerate the construction of an innovation-oriented country and implement the strategy of innovation-oriented development.It is an inevitable choice for China's high-tech enterprises to follow the trend in the current economic and innovation development process to improve their innovation development level and technology research and development ability.The foundation and core of the sustainable and healthy development of high-tech enterprises is technology innovation and technology learning.Therefore,only by constantly improving the technological innovation ability of high-tech enterprises and reducing the cost of technology learning can high-tech enterprises improve their innovation performance,so as to promote China's economic strength.The institutional environment is a dynamic change process,which can profoundly affect the innovation decision of enterprises and bring a strong driving effect to the innovation of enterprises.At present,the continuous improvement of the degree of market-oriented reform is conducive to reducing the cost of technology learning and promoting the improvement of technology innovation level.Based on the existing research results,this paper establishes the intermediate transmission mechanism of technology learning cost,connects the market-oriented reform with the performance of technology innovation,and makes theoretical derivation.In addition,with the continuous and in-depth development of the market-oriented reform,the development degree of different sub-dimensions varies,which may have a positive or negative impact on the performance of technological innovation.Therefore,this paper also discusses the relationship between the degree of synchronization between the sub-dimensions of market reform and the performance of technological innovation by taking the technology learning cost as the intermediary.This paper makes an empirical analysis of the market reform and its synchronization degree,technology learning cost and technology innovation performance based on the data of high-tech enterprises in 29 provinces and cities from 2008 to 2016.The empirical results show that :(1)there is a positive correlation between the market-oriented reform and the technological innovation performance.(2)there is a positive correlation between the degree of synchronization and the technological innovation performance.(3)there is a negative correlation between the market-oriented reform and the technology learning cost.(4)there is a negative correlation between the degree of synchronization and the technology learning cost.(5)there is a negative correlation between technology learning cost and technology innovation performance.(6)technology learning cost plays an intermediary role in the relationship between market reform and technology innovation performance,as well as the degree of synchronization and technology innovation performance.The paper finds that the market reform and its synchronization play an important role in the reduction of technology learning cost and the improvement of technologyinnovation performance in high-tech enterprises.At the same time,the existing research on market reform,synchronization degree,technology learning cost and technology innovation performance is expanded.In addition,the paper also provides some guidance and Suggestions for policy makers on how to better create a good external institutional environment to promote innovation activities and enterprise managers on how to reduce technology learning costs through internal and external measures to improve innovation performance.
