Measurement And Analysis Of Trade Facilitation Level In China Pilot Free Trade Zone

Under the new international trade situation,emerging economies have contributed to the growth of global trade and economic growth,and protectionist measures by developed countries such as the United States have become an uncertain factor in the development of global trade and economy.To promote global trade facilitation,international organizations such as the World Trade Organization are committed to standardizing their standards,measuring their levels,and promoting their development;countries promote trade cooperation.In order to further open up to the outside world,since 2013,China has set up 18 free trade pilot zones to benchmark high international standards,create an international business environment,and promote the development of trade facilitation.Compared with developed countries,China's trade facilitation has many shortcomings.It is manifested in the fact that the trade facilitation measurement system is still incomplete,the free trade pilot zone practice needs to be improved,and the quantitative evaluation system is not complete.Therefore,this paper establishes a trade facilitation index system for China's Pilot Free Trade Zone and measures it.After summarizing the research of international organizations such as the World Bank,scholars at home and abroad,and combining the requirements of the Pilot Free Trade Zone program,a three-level indicator framework is established,which uses the analytic hierarchy process to empower,obtain data from the databases and management committees of the respective trade trial zones,and pass experts The scoring method,membership method and other methods quantify the qualitative indicators and process the quantitative indicators to calculate the scores for each region.Further research found that: the development of China's Free Trade Pilot Zones is relatively uneven,with a stepwise distribution;the “head geese” effect of the Shanghai and Guangdong free trade pilot zones is obvious;some of the free trade pilot zones lack characteristic exploration;trade facilitation is even more liberalized and requires Control the risks brought by the reform.Using the indicator system framework,this article uses the Zhejiang Pilot Free Trade Zone as a case to study its trade facilitation innovation development and potential risks.Through a more comprehensive measurement analysis of the trade facilitation indicator system and case analysis,this article puts forward targeted policy suggestions on how to further develop the trade facilitation construction in China's Pilot Free Trade Zone.
