China proposed an innovation-driven development strategy at the end of 2012,once again enhancing the status of innovation in the national strategic system.As an important part of the national innovation system,the healthy development of the innovation capability of the high-tech zone is of great significance to the overall development strategy of the innovation.From the establishment of "Silicon Valley" in Stanford University in 1951 to the present,the high-tech zone worldwide has developed vigorously,showing a strong Economic growth momentum.The industrial clusters of high-tech enterprises can often become the new growth pole of the regional economy,so the construction of high-tech zones has attracted the attention of various countries.However,the development of China's high-tech zones has also encountered problems.Among them,the outstanding point is that the development of high-tech zones is not coordinated.How to recognize,analyze,and adapt to this uncoordination is of great significance to the overall development of the country.This paper firstly sorted out the relevant literature of high-tech zones at home and abroad from the aspects of high-tech zone management system,industrial clusters,comprehensive evaluation system,innovation capability indicators,and innovation capability measurement methods.Secondly,it introduced regional innovation systems,innovative growth poles,incubators and other high-tech zone innovation theories,as well as the use of Dagum Gini coefficient method,improved factor analysis method kernel density estimation and other mathematical model methods.According to the innovation characteristics of China's high-tech zones,this paper constructs three secondary indicators of high-tech zone innovation capabilities,namely innovation input,innovation output,and innovation support environment,and the high-tech zone innovation capability index system consists of 15 three-level indicators.In terms of empirical research,this paper selects 28 provinces and cities in China(except Tibet,Qinghai,and Ningxia)for innovation panel data from 2008 to 2017,and uses the improved factor analysis method to synthesize the High-tech zone innovation capability value in various provinces and cities during the survey period,use the DagumGini coefficient method to calculate the results of the innovation of the high-tech zone innovation capacity in the three major regions of eastern,central and western China.By drawing the three-dimensional kernel of the innovation capability index and GDP index of the high-tech zone in the country and the eastern,central and western regions The paper shows the evolution process of high-tech zone innovation capability.he results found that:(1)The development of innovation capability in regional high-tech zones has a "Matthew effect",and the distribution gap of innovation capability is much larger than the distribution gap of GDP;(2)The implementation of the innovation-driven strategy in2012 caused the regional innovation capability gap to increase,however,the growth rate of the gap has not changed;(3)The development of innovation capability in high-tech zones has a “threshold effect”,and the high threshold for innovation activities in high-tech zones has slowed or even reversed the development of innovation capabilities in high-tech zones in western backward areas.Combined with the results of the differences and evolution of China's high-tech zones,this paper finally proposes to take advantage of the innovation leading group,establish some regional high-tech zone innovation centers,promotes the regional coordinated development and the linkage of high-tech zone innovation centers across the country,and eliminates administrative and industry barriers to promote the orderly flow of innovation resources.
