Since the reform and opening up,In China the contradiction between steady high increase and the unbearable burden of resources and environment has become sharper,which is in great need of people's serious thought on the original mode of economic development.Thus Circulatory Economy is put forward in allusion to this contradiction and is a new economic mode which is suitable for the development of China.To develop Circulatory Economy and what role does scientific technology plays are key problems to be solved.Taking some correlative knowledge as its theoretical foundation,such as philosophy of science and technology,economics,sociology and ecology,and the basic theory of Circulatory Economy and the analysis of the relationship between science and technology and Circulatory Economy as its base,this article elaborates the supporting role of science and technology in Circulatory Economy,seeks after how to carve out an ecological and technological way with Chinese characteristics and Circulatory Economy as its core.Then the countermeasures of promoting Circulatory Economy by technological progress will be discussed.The article is divided into four parts.Science and technology innovation is an important factor to promote the development of industrial circular economy,this study based on the real demand for science and technology innovation of industrial circular economy in China,trying to sum up,reflection,and summarizes the influence on the development of the science and technology innovation of industrial circular economy,to scientific and technological innovation to promote China's industrial sector to further implement the basic state policy of resource conservation and environmental protection,build for our country based on science and technology innovation resources saving and environment friendly industrial space structure,industrial structure,to achieve industrial production mode and ecological environment protection and for the development of industrial circular economy and building a resource saving and environment friendly society tocreate a good environment for science and technology innovation.The development of industrial circular economy cannot leave science and technology innovation.Technological innovation drives industrial reform,which is not only an important means of industrial circular economy,but also a main way to improve the utilization rate of industrial resources,as well as the main factor of the growth of industrial circular economy.Scientific and technological innovation helps industrial circular economy by optimizing industrial structure,improves industrial ecological environment,and leads the development of industrial circular economy.At present,scientific and technological innovation has made certain achievements in promoting the development of China's industrial circular economy.Scientific and technological innovation has promoted the greening of China's industrial mining,improved the comprehensive utilization of China's industry,promoted the extension and recycling of industrial chain of China's industrial enterprises,and assisted the industrial circular economy with the help of scientific and technological network platform.However,there are also obvious obstacles for scientific and technological innovation to promote the development of China's industrial economy.Therefore,this study reflects on and draws lessons from the achievements of scientific and technological innovation in developed countries to promote the development of industrial circular economy,and puts forward scientific and technological countermeasures based on scientific and technological innovation that are suitable for the development of China's industrial circular economy.
