Investigation And Research On The Poverty Alleviation Path Of The Registered Poverty-stricken Population In Guizhou Province

Accurate poverty alleviation is the strategic strategy of General Secretary Xi Jinping from the strategic height of adhering to the essential requirements of socialism with Chinese characteristics and building a well-off society in an all-round way,and based on the reality of China's social and economic development,against poverty and poverty alleviation.In 2014,through the work of accurate poverty alleviation and archiving,according to the minimum income line and the identification criteria and requirements of “two guarantees and three guarantees”,the number of poor people in the country who have filed the establishment of the card reached 70.17 million.From the perspective of the spatial distribution of the poor,most of them are concentrated in the central and western regions,especially the western regions.The poverty-stricken areas in the western region are larger and the poverty level is deeper.It is more difficult to get rid of poverty.Judging from the causes of poverty,the poverty-causing population of the establishment of the card has a variety of causes.After accurate identification,the poverty-causing population of the establishment of the card is mainly caused by illness,school,disability,disaster,lack of technology,lack of funds,lack of labor,lack of land and water shortage.The diversity of causes of poverty requires accurate and diversified governance methods must be precise and diversified.In order to achieve precise and diversified poverty management,in October 2015,General Secretary Xi Jinping clearly stated in the “Poverty Reduction and Development High-Level Forum” The “five batches” of poverty alleviation thoughts,that is,“developing production and getting rid of poverty”,“removing a number of poverty-stricken areas,” “a group of ecological compensation for poverty alleviation”,“development of education for poverty alleviation” and “a group of social security”.The “five batches” policy has pointed out the direction for addressing the causes of poverty caused by the poor.Guizhou Province is located in the contiguous areas of the western part of China.The poverty problem and the work of getting rid of poverty are typical.First,the number of poor people is large.In 2015,Guizhou Province built a stable population of 4.93 million,accounting for 8.8% of the poverty-stricken population in the country.Second,the level of poverty is deep.In 2015,the incidence rate of rural poor in Guizhou Province was 14.04%.There were 50 national poverty-stricken counties in 88 counties and cities in the province,accounting for 56.82%;78 counties and cities have the task of getting rid of poverty and accounting for the proportion.88.64%.Third,the poverty-stricken areas are highly different.There are three poverty-stricken areas in the province,namely the Yunnan?Guangxi and Guizhou province Stone Desertification Area,the Wumeng Mountain Area and the Wuling Mountain Area.Guizhou Qiannan Buyi and Miao Autonomous Prefecture belongs to the special hardship area of rocky desertification in Guizhou.In 2015,the poverty population was 583,000 and the poverty rate was 16.5%.It is a typical representative of Guizhou's regional poverty.The material development foundation caused by the fragility of the natural environment is poor,and the traditional cultural economic structure formed by multi-ethnic settlements is restricted.This paper uses Qiannan Prefecture as a research area to analyze the causes of poverty caused by the establishment of the Lika farmers,and the assistance measures.The relationship between a batch and the poverty alleviation effect of poverty alleviation have a typical meaning within the provincial scope.To this end,this study carefully analyzes the basic ideas and frameworks of thesis writing on the basis of relevant research at home and abroad,and based on the theory of precise poverty alleviation,multidimensional poverty theory,vicious circle theory and human capital theory,etc.Wengan County,Longli County,Guiding County,Dushan County and Duyun City,as research areas,effectively carried out investigations on the causes of poverty,assistance measures and poverty alleviation paths for 1431 households.The results show that the poverty-stricken causes,assistance measures and poverty alleviation paths of the poverty-stricken households in Qiannan Prefecture are very effective.The sample farmers have all reached the conditions of poverty alleviation and the path of poverty alleviation is clear.However,there are certain problems in the stability of poverty alleviation: the effect of industrial assistance and income increase is not obvious;the labor skill training time is short,the content is simple,the practicality is not strong;the proportion of slow disease assistance is low,the farmers have poor health awareness;the quality of some dangerous buildings is not high,dangerous The farmers' satisfaction is lower;it is more difficult to relocate farmers.In response to the above problems,this study proposes: innovative industry poverty alleviation model,enhance the “hematopoietic” function of industrial poverty alleviation;enrich vocational training content,standardize training procedures;strengthen chronic disease rescue,enhance farmers' health awareness;strictly implement critical reform standards and improve the quality of critical reform Efforts will be made to solve the employment problems of relocated farmers and ensure that they will “move out,be stable,and be rich”.
