For the Loess Plateau Region, where the small-scale peasant economy is dominant and ecologically fragile, integrating upstream and downstream industries and building agricultural industrial parks are important measures for the development of agricultural circular economy.Whether the industrial structure of the park is reasonable, whether the industrial support is complete, and whether an effective circular industrial chain is formed is directly related to the development of local agriculture and the increase of farmers' income. This paper comprehensively analyzes the natural and economic conditions of the ecologically fragile area of the Loess Plateau.Based on the system ecology and the theory of circular agriculture, this paper analyzes the background and main models of agricultural circular economy in the Loess Plateau, and summarizes the main constraints of the development of regional agricultural circular economy..Taking Tianshui National Agricultural Science and Technology Park as an example, carry out field research, understand the industrial structure and development status of the park, build a circular economy evaluation system based on material flow and energy flow analysis, sort out the material flow and energy flow in the park, and analyze the industrial chain.Operational status and existing problems, put forward the feasibility measures for optimization and upgrading of the industrial chain network;and introduce the concept of energy value analysis, through the method of energy value analysis and quantitative empowerment, the immeasurable material, energy, population and economy in the ecosystem After conversion to a unified solar energy value,an energy value evaluation system was constructed, and a energy value data table was compiled to evaluate the development of circular economy in the park from various aspects such as energy flow, economic development, resource utilization, environmental load and comprehensive index. The study mainly draws the following conclusions:(1)The development of agricultural circular economy in the ecologically fragile area of the Loess Plateau has been restricted by multiple conditions such as natural climate environment, land use intensity, industrial structure and ecological pollution.(2)According to the analysis of material flow and energy flow in the park, the degree of development of enterprises in the park is uneven, the development of circular economy is unbalanced, the overall resource utilization efficiency is not high, the resource allocation is unreasonable, the degree of industrial coupling is low,and economic development and ecological protection are difficult.Take care of both.(3)Through the introduction of food processing industry, expanding the capacity of warehousing logistics and waste utilization industry, and promoting photovoltaic power generation,bio-natural gas engineering and biomass molding fuel processing engineering can optimize the industrial structure of the park. After adjustment, the total energy consumption of the park increased by only 3%,but fossil energy consumption decreased by 59.02%,energy output rate increased by 19%,and the overall energy structure was greatly optimized.(4)From the perspective of the energy value evaluation system, the degree of economic development of the park is generally good, but the development of the secondary and tertiary industries is relatively weak;the overall resource reuse is low,the utilization of waste resources is limited;the industrial structure is relatively simple, and the industrial structure is not balanced. This method provides an effective technical support system for the agricultural and rural sustainable development of the ecologically fragile areas of the Loess Plateau, and also provides theoretical guidance for the ecological protection of other agricultural parks and the sustainable use of resources and environment.
