With the continuous expansion of our country's public institutions' service groups and the continuous improvement of service methods,the annual service number and energy demand of our country's public institutions are on the rise.It is more difficult to realize the basic goal of energy conservation in public institutions by relying solely on technology and energy conservation,and the related work of energy conservation management in public institutions is facing great challenges.It has become a general trend to perfect incentive mechanism in the energy-saving management of public institutions,to stimulate the energy-saving awareness of public institution personnel,to restrict the energy-using behaviors of public institution personnel,to encourage public institution personnel to take actions to improve the waste of energy resource,and to comprehensively promote construction of conservation-oriented public institutions.Due to the relatively late start of research on incentive mechanisms for energy-saving in public institutions in our country,the research mainly focuses on theoretical aspects and is somewhat institutionalized.In the energy-saving management of public institutions at all levels of government,a series of management problems such as ineffective implementation of rewards and punishments,insufficient supervision and inspection,and poor coordination and coordination frequently occur,seriously affecting the progress of energy-saving management of public institutions in our country.Therefore,in order to successfully realize the overall goal of energy conservation in public institutions in our country,it is incumbent upon us to strengthen the construction of incentive mechanisms for energy-saving in public institutions.This paper starts the analysis and research with the energy-saving incentive mechanism of public institutions in Daqing.First of all,comb the current situation of research at home and abroad,and summarize and sum up the scholar's theoretical ideas and viewpoints.the core concept of this paper is defined.Secondly,the paper carries out the logical analysis of the energy-saving incentive mechanism of public institutions from the aspects of necessity,theoretical basis and legal basis and carries out the compared analysis aboutrelevant practical experience at home and abroad,gets some lessons for reference,lays the foundation for the follow-up study of this paper.Thirdly,the paper conducted a survey and analysis about the present situation of the energy-saving incentive mechanism of public institutions and obtained first-hand information through field interviews and questionnaires,summed up the current status and difficulties of the current mechanism,and analyzed deeply the existing problems.Finally,this paper puts forward specific suggestions from five aspects of optimizing the establishment of institutions,strengthening cooperation between departments,improving the construction of basic systems for the operation of mechanisms,building more effective positive incentives,improving the means of energy conservation inspection,evaluation and punishment,and improving the means of social supervision of energy conservation.
