Xinjiang Agricultural Insurance Supports Agricultural Multi-functional Development Research

China is agricultural country since ancient times,with the continuous development of social progress,in addition to the agriculture economic function of food production is given priority to,also has the social functions of is given priority to with job security,environmental protection of the ecological function,the cultural function of popular science tourism is given priority to,the multi-functional development of agriculture began to cause social attention.However,agricultural insurance can reduce the application risk of new agricultural technologies,increase the capital investment of farmers and agricultural operation subjects,and improve the multi-functional development level of agriculture while stabilizing the basic links of agricultural industrial chain.For Xinjiang agricultural insurance and agricultural multi-function development level,the development of both is achieved remarkable achievement,but in the process of Xinjiang agricultural insurance,support the development of the agricultural multi-function there are still some problems: lack of agricultural insurance in post-disaster compensation accuracy and timeliness,multiple insurance fraud behavior in agricultural insurance market competition with the rent-seeking behavior,related to the agricultural multi-function development characteristic is planted are few and so on,accordingly,the development of agricultural insurance to the agricultural multi-function can generate support role,how to generate support role,and how to improve the support role,is the main research content of this article.This paper takes the agricultural insurance and agricultural multi-functional development level of 14 prefectures in Xinjiang from 2003 to 2017 as the research object,and takes the insurance support theory in agricultural protectionism,new institutional economics and information economics as the theoretical basis to conduct the research on agricultural insurance supporting agricultural multi-functional development.Firstly,the status quo of agricultural insurance and multi-functional development in Xinjiang was summarized,and the projection pursuit comprehensive evaluation model was used to give weight to the four sub-functions of xinjiang agriculture,including economic function,social function,ecological function and cultural function,so as to comprehensively evaluate the multi-functional development level of Xinjiang agriculture.Secondly,through the threshold of utility model,the agricultural insurance is divided into security,insurance,business in the following three angles,respectively in the whole Xinjiang under the horizon,fields(horizon,to Xinjiang overall development level of the agricultural multi-function regression,and the Xinjiang agricultural insurance support for agricultural development level four architectural function comparison;Finally,according to the conclusion,specific Suggestions are put forward to support the multi-functional development of agriculture in Xinjiang according to the guarantee degree,insurance awareness and business scale of agricultural insurance.The main conclusions of this paper are as follows :(1)the development level of multi-functional agriculture in Xinjiang is relatively unstable,and there is no difference in the development level of multi-functional agriculture in southern and northern Xinjiang,but the proportion of each sub-function is quite different.(2)the guarantee degree of agricultural insurance can effectively support the overall development of multi-functional agriculture in Xinjiang,but the supporting effect is different between the southern and northern Xinjiang,and the supporting effect of agricultural ecological function is the strongest;(3)the insurance awareness of agricultural insurance can also effectively support the overall development of multi-functional agriculture in Xinjiang,and there is no difference between southern and northern Xinjiang in the supporting role,which is the most obvious supporting role for agricultural economic function;(4)the guarantee degree of agricultural insurance can effectively support the overall development of multi-functional agriculture in Xinjiang,but the supporting effect is slightly different between southern and northern Xinjiang,and the supporting effect of agricultural social function is the largest.Based on the above conclusions,in order to improve the supporting role of agricultural insurance in the multi-functional development of agriculture,this paper puts forward :(1)strengthen market supervision,optimize system design,and improve the guarantee degree of agricultural insurance;(2)strengthen publicity,optimize product design,and enhance insurance awareness of agricultural insurance;(3)enhance business innovation,enhance comprehensive functions and expand the scale of agricultural insurance business.
