Since the policy of reform and opening up carried out,the resource-based region,as the output of natural resources,has made its due contribution to China's economic growth.However,excessive concentration of the resource industry has led to overcapacity,malformed industrial structure and great pressure on employment.At present,supply-side reform,green development,improvement of quality and efficiency,etc.,these resource-oriented areas must take the means of environmental regulation to change the original development model,orderly promote the green transformation of economic development.To find the relationship between environmental regulation and green technology efficiency in resource-based regions,this paper is based on green economics theory,environmental regulation theory and efficiency decomposition theory.Firstly,through the concept definition and relevant theoretical analysis,the operational mechanism of environmental regulation and green technology efficiency is discussed.Secondly,the characteristics and trends of the regulation intensity of resource-based areas and environment are discussed by using location entropy and entropy method.Thirdly,the data envelopment analysis method is used to conduct static and dynamic decomposition of the green technology efficiency in the identified resource-based areas,and to analyze the changing trend and stage.Finally,the panel Tobit model of the green technology efficiency and its components in resource-based areas is constructed according to the data of environmental regulation and green technology efficiency in resource-based areas,and the relationship between the two is analyzed.The conclusion is as follows: firstly,the green technology efficiency of resource-based areas has a correlation with environmental regulation,which shows a positive correlation in the short term and a "U" structure in the long term.The improvement of green technology efficiency is affected by the level of economic development,industrial structure and openness.Second,the improvement of green technology efficiency in resource-oriented areas dominated by resource development can be achieved mainly through the inverted "U" structure of green scale efficiencyand environmental regulation,while the path dependence and constraints of industrial structure should be paid attention to.Third,the improvement of green technology efficiency in resource-dependent areas dominated by non-resource development can be achieved through the "u-shaped" structure of pure green technology efficiency and environmental regulation,but the industrial agglomeration should be paid attention toThe innovation of this paper lies in the following aspects: first,the research based on the lag of green technology efficiency has some new ideas.The second is to focus on the release of green technology efficiency in resource-based regions,break the original geographical boundaries in the research process of green technology efficiency,emphasize the study of economic phenomena of the same category,and further expand the application scope of previous research methods on the basis of inheritance.
