At present,the morphological characteristics of urban development are gradually changing to the path of urban development characterized by urban agglomeration.In2018,the Central Committee of the Communist Party of China and the State Council promulgated the "Opinions of the Central Committee and the State Council of the Communist Party of China on the Establishment of a More Effective New Mechanism for Regional Harmonious Development",which clearly pointed out that in order to promote the development of national major regional strategies,the central city should be established to lead the to build a new model of regional development.Constructing Beijing,Tianjin as the center to lead the development of Beijing,Tianjin and Hebei urban agglomeration.Taking Shanghai as the center to lead the development of urban agglomeration in the Yangtze River Delta.Taking Hong Kong,Macao,Guangzhou and Shenzhen as the centers to lead the construction of the Great Bay Area of Guangdong,Hong Kong and Macao.Taking Chongqing,Chengdu,Wuhan,Zhengzhou and Xi'an as the centers,leading the development of urban agglomerations in Chengdu-Chongqing,the middle reaches of the Yangtze River,the Central Plains and the Guanzhong Plain.The purpose of developing urban agglomeration is to deepen urban division of labor and improve urban efficiency.In the development of urban agglomeration,the first city as the leading city of the city,its development level has greatly affected the development of urban agglomeration.Scholars at home and abroad have done relevant research on the evolution of functional division of urban agglomeration and the spatial structure and economic effect of urban agglomeration,but there is no relevant research on the relationship between urban primacy and functional division of urban agglomeration.Therefore,this paper studies ten major urban agglomerations in China,including the Yangtze River Delta,Pearl River Delta,Beijing,Tianjin and Hebei,Central Plains,West Bank of the Straits,Shandong Peninsula,Central and South Liaoning,Middle Reaches of the Yangtze River,Chengdu and Chongqing,Guanzhong-Tianshui,from 2007 to 2016,in order toexplore the relationship between urban primacy and the level of functional division of labor in urban agglomerations.Starting from the evolution process of division of labor,this paper reviews and combs the evolution process of functional division of labor from the origin of division of labor-international trade to regional division of labor,to industrial division of labor,and finally to functional division of labor.It also makes literature review and impact mechanism research on urban primacy of urban agglomerations,and finds out the possible relationship between urban primacy and functional division of labor of urban agglomerations.And build a mathematical model to find out the best urban primacy in the urban agglomeration which may promote the deepening of the functional division of labor in the urban agglomeration.Through empirical analysis,it is found that the average level of functional division of labor of the ten major urban agglomerations in China shows a fluctuating upward trend,while the urban primacy of urban agglomerations shows a downward trend;the urban primacy of urban agglomerations has a significant negative effect on the level of functional division of labor of urban agglomerations.This paper considers that it may be related to China's urban agglomeration gradually getting rid of the unipolar development model.China's urban agglomeration gradually moves towards a multi-core model.The first city transfers part of its functions to the second-ranking city.This multi-core model reduces thes city's primacy,but does not hinder it,and in turn promotes the division of labor.
