Research On The Maturity Of Service Capabilities Of Whole Process Engineering Consulting Enterprises

With the deepening of national reforms,the government functions have been continuously transformed,and the investment and financing system reform has been continuously promoted.Urban platform companies have gradually shifted to investment and operations.The current phased implementation and management model has been difficult to adapt to the development trend of modern project management.Therefore,the adjustment of the construction management mode is inevitable.Only intensification and value maximization can meet the new requirements of social development.At this time,the general contracting of the project and the whole process engineering consultation came into being.Since 2017,the state has vigorously promoted the whole process engineering consultation and guided relevant enterprises to carry out integrated project management consulting services covering the whole life cycle of the project,including project investment consultation,process survey design,construction bidding consultation,construction guidance supervision,project completion acceptance,and project.For the industrialization integration of construction projects and the construction of an integrated project management consulting service system,the state wants to realize the development of the overall industry by creating a group of influential whole-process engineering consulting pilot enterprises.However,the current whole process engineering consulting standards have not been established,and the service content of the whole process engineering consulting has not yet been fully clarified.Those enterprises that provide full-process engineering consulting enterprises are difficult to find out the direction of enterprise development.The whole process engineering consulting itself is a systematic project,and it is necessary to study the whole process engineering consulting service system from the height of the system.Through the capability maturity model,a complete set of full-process engineering consulting enterprise service capability maturity evaluation model is a mature method to solve the whole process engineering consulting service enterprise's ability level and development direction.This paper first defines the meaning of the whole process engineering consulting,and analyzes the characteristics of the whole process engineering consulting and the related content of the whole process engineering consulting enterprise services.Secondly,combining the structural characteristics of the maturity model,three dimensions including the maturity level,the whole process engineering consulting enterprise service cycle and the evaluation index system are constructed,including "initial lever,"experience level" "norm lever" and "continuation".The improved level "four levels of full-process engineering consulting enterprise service capability maturity model.Thirdly,based on Brady and Cronin's multi-dimensional multi-level service capability model,through the literature induction and expert interviews,the initial full-process engineering consulting service capability maturity evaluation index system is established.Aceording to the expert questionnaire survey,the influencing factors are screened to form the final evaluation index system of the whole process engineering consulting service capability maturity.Through the analysis of the weighting method and the comprehensive evaluation method,it is determined that the OWA operator weight is used to determine the weight of the full-process engineering consulting service capability maturity index,and thus the multi-level fuzzy comprehensive evaluation model of the service capability maturity of the whole process engineering consulting enterprise is constructed.To judge the maturity of the whole process engineering consulting service capability.Finally,this paper conducts an empirical study with a whole process engineering consulting enterprise as a case,and proposes targeted improvement of service capabilities based on the results of model analysis.The empirical research shows that the government(industry manager),the owner,the whole process engineering consulting enterprise,and other project participants can clearly know the current full The development level of process engineering consulting services.At the same time,they can clearly know how to promote the development of the whole process engineering consulting,and achieve the goal of harmonious development of the system pursued by the whole process engineering consulting.
