Distribution network engineering projects have the characteristics of scattered distribution,multi-level investment subjects and complex team composition.It leads to the large number of stakeholders involved in the project.The quality of stakeholder management has a direct impact on the progress,cost and quality of the distribution network projects.Stakeholders have become the main factors that influencing the distribution network projects.However,as the project management level of the owner is relatively backward and the stakeholder management is neglected.When the stakeholder problems occur in distribution network projects,the project managers can only rely on personal experience to seek solutions mainly because of lacking a scientific and effective stakeholder management plan.It leads to the effect of the solutions are always unsatisfied or even counterproductive.For this reason,this paper takes the first batch of 2016 central village distribution network upgrading and reconstruction projects in JN area as an example,and establishes a stakeholder management planning system suitable for distribution network projects through qualitative and quantitative analysis.It provides scientific guidance for distribution network project managers to handle various stakeholder problems.This article is based on owner project management.It studies the stakeholder management planning of distribution network project according to the ideas of finding,analyzing,solving,and refining the general template of planning.Firstly,the PMBOK project management knowledge system is used as the theoretical guidance to determine the tools and methods for the stakeholder management planning of the distribution network project.Next,by analyzing the historical data of the distribution network project of company J and the issued questionnaires,the causes leading to the problems of stakeholder are found.Then,the stakeholders of distribution network project are identified,analyzed,classified and sorted by qualitative and quantitative methods,such as brainstorming,expert interview and AHP,to find the primary stakeholder.Finally,a stakeholder management planning system suitable for distribution network project management is established.It also forms universal planning template and gives suggestions for stakeholder management.This paper includes three main research achievements.First,it summarizes the current management status of stakeholder in distribution network engineering projects and the four main causes leading to stakeholder problems.Second,the stakeholders of the distribution network project are identified,analyzed,classified and classified according to an actual case.The author finds out 12 types of main stakeholders of distribution network project,which lays a foundation for differentiated management of stakeholders.Third,a system of stakeholder management planning which is suitable for distribution network project is established based on the case.It eliminates the cause of stakeholder problems of distribution network project and forms some universal planning templates,such as the stakeholder register,the stakeholder management plan,the stakeholder management responsibility assignment matrix,the stakeholder satisfaction evaluation table and so on.It also gives suggestions for stakeholder management.
