With the rapid development of e-commerce,the volume of express delivery has grown rapidly, and the total consumption of express packaging is huge.At present, some express packaging waste in China is treated as household waste, which causes that waste of resources and environmental pollution is becoming more and more serious. As a result, the recycling of express packaging is getting more and more attention from the society. Thus,it is of farreaching significance to study the issue of express packaging recycling. This paper analyzes the development status of express delivery industry and express packaging, and finds that there are some problems in express packaging recycling, such as weak consciousness of returning express packaging of consumers, single recycling channel, high recycling cost, waste of resources and environmental pollution, insufficient government supervision and so on.Therefore,it is proposed that the express enterprise recycling mode can be adopted in the closed-loop supply chain of express packaging. At the same time, the externality theory is used to illustrate the feasibility of government regulation of related enterprises. On this basis, this paper researches the express packaging closed-loop supply chain with or without government regulation, which consists of a leading express packaging manufacturer and a following express enterprise.Taking into account factors such as consumers' willingness to return, recycling cost, processing cost and so on,the three Stackelberg game models are established and the optimal recovery decisions are obtained. These models are in the case of no government regulation, government rewards and punishes the manufacturer, and government simultaneously taxes, rewards and punishes the manufacturer. The conclusions of the study show that the government can increase the unit's reward and punishment, which can improve consumers' willingness to return and the recycling rate of express packaging. When the government conducts taxation, rewards and punishments for the express packaging manufacturer, recycling price, consumer return rate, recycling rate, and profits of express enterprises will increase. When the government controls the unit's rewards and punishments within a certain range, the profits of the express packaging manufacturers in the case of government reward and punishment manufacturers are higher than the government's simultaneous taxation, rewards and punishments for manufacturers.Subsequently, this paper researches a closed-loop supply chain consisting of government,a express packaging manufacturer and a express enterprise under the government's environmental taxes, rewards and punishments.Introducing environmental benefits, the threestage game model of the leading government,a secondary-leading express packaging manufacturer, and a following express enterprise is built. And the optimal recycling strategy and profit of each member is obtained. The government participates in decision-making with the goal of maximizing the benefit of closed-loop supply chain. And the optimal unit tax of environmental tax is positively correlated with the marginal environmental benefit generated by whether express packaging is recycled or not. Moreover,as the marginal environmental protection benefit increases with the reduction of the marginal environmental pollution benefits, the benefit of the express packaging closed-loop supply chain will increase. From the perspective of closed-loop supply chain, this paper studies the impact of different government regulations on express packaging recycling activities and the recycling decisions of members of the express packaging closed-loop supply chain, which is based on the express enterprise recycling mode. The conclusions of the study provide a reference for the government to formulate relevant policies and express packaging manufacturers and express enterprises to make recycling decisions.
