With the rapid development of economy,large consumption of energy,environmental pollution and ecosystem degradation in China are becoming more and more serious.Under such circumstances,the Party and the state attach great importance to the construction of ecological civilization,and the 19 th CPC national congress proposed the need to promote green development and speed up the establishment of a legal system and policy orientation on green production and green consumption.This reflects the nation's pursuit and yearning for the construction of a harmonious symbiosis of man and nature in modern China.The realization of green development of industrial economy is not only the advocacy of ecological civilization construction in China,but also a long-term solution to the contradictions among resources,environment,economy and society.The level of green development defined in this paper needs to include three aspects: the first is the carrying capacity of resources and environment,which reflects the impacts of ecological protection and pollution emission on the environment,and the second is the industrial ecological efficiency which comprehensively reflects the use of resources and the treatment of environmental pollution;the third,other factors affecting eco-green development,such as government policy support,reflecting the management,investment and governance of the government in green development.The green development of the industrial ecosystem is based on the healthy and sustainable development,and the industrial ecological carrying capacity reflects the healthy and sustainable development level of the industrial ecosystem to a certain extent.The green development of the industrial ecosystem depends on the improvement of ecological efficiency internally and externally on the coordinated development of the ecological environment.The industrial ecological efficiency reflects the green development efficiency to a certain extent.In order to realize ecological green development,ecological efficiency must be improved firstly,and the first condition for improving ecological efficiency is the accurate measurement of ecological efficiency.As the most powerful economic center in China,the Yangtze River Delta urban agglomeration has serious environmental pollution problem.In 2017,the total pollutant emissions from the Yangtze River Delta urban agglomeration accounted for 20% of the country's total pollutant emissions.Therefore,this paper chooses this area as the research object,with the help of green development theory,industrial ecology theory,ecological carrying capacity theory and ecological efficiency theory,constructs an index system of industrial ecological carrying capacity which includes pollution index,resource index,economic index and social index.The industrial ecological carrying capacity index system in four aspects of the social carrying capacity index system,using the improved state space method to measure and evaluate the industrial ecological carrying capacity,to find out the restrictive factors affecting the carrying state of the yangtze river delta region.Two-stage model of industrial production-governance and the evaluation index system of industrial ecological efficiency are constructed.The industrial ecological efficiency of 26 cities in the yangtze river delta urban agglomeration from 2008 to 2017 is measured by the network super-efficiency EBM model.The results are compared with the results of network super-efficiency SBM model.Based on the analysis of temporal and spatial differences,the results show that the level of green development of the Yangtze River Delta urban agglomeration is uneven,the industrial ecological carrying capacity is rising continuously,the comprehensive ecological efficiency is high.There are still three cities in low resource efficiency and low pollution control efficiency level.Finally,according to the green development level of urban agglomeration in Yangtze River Delta,the countermeasures and suggestions are put forward from two aspects: macro(policy,economy,society,technology)and micro(enterprise,social organization and masses).
