Research On Poverty Alleviation By Industry In Wumeng Mountain Area Of ??Sichuan Province

General Secretary Xi Jinping stated in the report of the 19th Party Congress:As China's characteristic socialism enters a new era,the main contradiction in our country's society has been transformed into a conflict between the people's ever-growing needs for a better life and unbalanced development.In these years,theoretical and empirical research on industrial poverty alleviation has become a hot topic at home and abroad,relevant studies have also confirmed that industrial poverty alleviation is an urgent need to solve the problem of insufficient social development in underdeveloped regions in China in the new era.For a long time,China's approach to poverty alleviation has mostly been based on "transfusions",but not paid attention to the training of the poor's own qualities and abilities.This has caused the poor people to wait for others' assistance but not by themselves.Industrial poverty alleviation is generally based on the government's formulating a reasonable industrial structure policy,selecting and supporting some leading industries targeting poor areas,realizing the key allocation of resources and promoting the adjustment and optimization of industrial structure to promote economic growth.Through a series of industrial poverty alleviation measures,the government encourages various agencies to participate in poverty alleviation work and enhance the enthusiasm of poor farmer households and enterprises for cooperation.To enable the poor to display their abilities and take the initiative to participate in poverty alleviation,the sustainability of poverty alleviation will also be greatly enhanced.The Wumeng Mountain Area is one of the country's major poverty-stricken areas with concentrated special difficulties.It has prominent population and environmental conflicts,weak infrastructure,lagging industrial development,backward social and economic development and deep poverty.This article selects the Sichuan part of Mount Wumeng area,namely,Wumeng Mountain Area of Sichuan Province as the main research object.Through the analysis of the status quo of regional industry development,it is concluded that the three industries in the Wumeng Mountain Area of Sichuan Province show a development model of"2,3,1".Then,using location quotients for quantitative analysis of industrial structure,it is found that the convergence of industrial structure in the Wumeng Mountain Area of Sichuan Province is serious,the proportion of the industrial structure is unbalanced,the industrial development is extremely unbalanced,and the correlation between industries is low.Meanwhile,it has also come to the conclusion that the dominant industries in the Wumeng Mountain Area of Sichuan Province are characteristic agriculture and advantageous energy industries.Using the grey correlation analysis,we got the correlation between agriculture,forestry,animal husbandry and fishery and regional economic growth is high,the same is true of the tertiary industry,including transportation,warehousing and postal services,wholesale and retail industry,the accommodation and catering industry,which means that these industries have a significant driving effect on regional economic growth.On the basis of theoretical research,regional industry development status and empirical analysis,this article selects characteristic ecological agriculture,advantageous energy industry and cultural tourism industry as the poverty alleviation industry in Wumeng Mountain Area of Sichuan Province.Industrial poverty alleviation should not rely solely on the government's participation and regulation,should be market-oriented,economic efficiency as the center,and industrial agglomeration as the basis.Thus,constructing a five-in-one multi-industry poverty alleviation main body of "government,financial institutions,production companies,cooperatives,poor farmer households" on the path and promoting the development of the three major poverty alleviation industrial clusters featuring characteristic ecological agriculture,advantageous energy industry and cultural tourism industry.At the same time,in order to ensure the smooth progress of industrial poverty alleviation,corresponding supporting measures must be taken,including formulating industrial poverty alleviation plans and development strategies,changing the thinking of the poor,cultivating and attracting talents,promoting the development of cultural tourism industry differentiation,progressing environmental governance and development of ecological agriculture,and strengthening grassroots organizations.
