Poverty has always been a problem of great concern and hot discussion all over the world.Poverty problem is much more concerned especially in China,a populous as well as a big agricultural country. In the past 5 years, the Communist Party of China has made the world marvel at the achievements of reducing poverty by more than 13 million people a year, and the incidence of poverty in rural areas dropped down to 4.5%,which has made the world wonder.By 2020,the building of moderately prosperous society shall be finished. To achieve this, many difficulties and challenges are to be encountered.Poverty alleviation remains a formidable task.In the major report at 19th CPC National Congress,it is solemnly promised that poor people and poor areas will enter the moderately prosperous society together with the rest of the country. It is also pointed out in the major report that we will build a cyberspace power,a digital China and a smart society. In particular,it is emphasized that the Internet, the digital economy and poverty should be combined, from which we can obviously see the state's great attention to the informatization and its effect on poverty reduction. This article uses a combination of theoretical and empirical research methods. The first three chapters are mainly theoretical analysis, including the definition of poverty and the concept of information, the relevant literature review and development status quo.The fourth chapter is the empirical study of China's 31 provinces(municipalities and autonomous regions)rural poverty level and information level as the main research object, which is used to preliminary explore the relationship between the two.Firstly through the fixed effect model, the role of rural informatization development and the effect of poverty reduction is studied. And then the data of poverty incidence from 2010 to 2014 and the system GMM model were used as a robust test. The results show that:the higher the level of information is,the more conducive to the alleviation of poverty it is.Then the intermediary effect test method is used to draw the rural differences in effectiveness of poverty alleviation in rural areas through different approaches in informationization development. Thus teasing out the informationization development of poor governance mechanism.Through the test,it is concluded that the per capita GDP of intermediary variable,ie,the level of economic development,is an effective path with an intermediary effect of 23.4%and the index of income disparity in intermediary variables is not significant. Finally, according to the research results,we put forward the strategy of controlling the peasants' information poverty in the underdeveloped regions and put forward theoretical support and countermeasures for our country's information poverty management and construction. The main innovation of this paper is to study the relationship between informatization and poverty. In recent years, with the development of science and technology and the upsurge of information construction in the world, the informatization construction of our country is also in full swing. However, most of the researches on informatization are focused on the evaluation, performance evaluation and effect analysis of economic growth. There is no empirical research on the relationship between informatization development and rural poverty reduction in China. This paper attempts to use the panel data of 31 provinces for 14 years to make an empirical analysis of the relationship and the role of the two,and to explore its impact path.
