The proposal of "21st Century Maritime Silk Road"(abbreviated "Maritime Silk Road")is a strategic turning point for cooperation between China and Southeast Asia."Maritime Silk Road" will provide China and ASEAN with a platform of cooperation for mutual benefits in the fourth industrial transfer.Since the reform and opening up,China's economy has developed rapidly and its industrial system has been gradually improved.Many industries have grown into internationally competitive industries in the international market.With the development of many years,the problem of industrial restructuring in China has gradually appeared.Most of the ASEAN countries are developing countries and emerging economies.The gradient of industrial development is obvious.They have a good foundation for undertaking industrial transfer.The continuous optimization of the economic environment is conducive to the transfer of domestic industries to the ASEAN countries and the export of domestic industries can further optimize the domestic industrial structure.By analyzing the choice of China's industrial transfer to ASEAN countries,this article provides reference for China to further perfect its "Maritime Silk Road",strengthen economic cooperation between China and ASEAN.And deepen the cooperation between the two economies.Based on the detailed analysis of the status quo of China's industries and the surroundings,this dissertation screened the industries and countries that are suitable for the transfer,and accordingly put forward relevant policy recommendations.The structure of this article is divided into 6 parts:The first part is the introduction part,which outlines the background and significance of the topic selection,domestic and international research on the international industrial transfer,sorts out research ideas and frameworks,research methods,and technical routes.The second part is the theoretical basis of the dissertation.It briefly expounds the theoretical research of industrial transfer,among which there are gradient theory of industrial transfer,product life cycle theory,and marginal industrial expansion theory.Finally,comprehensive analysis and review are carried out.The third part analyzes the background of China's transfer to ASEAN industries and analyzes the characteristics of China-ASEAN cooperation.It briefly interprets the“Maritime Silk Road" initiative and elaborates the new features of China-ASEAN cooperation;discusses the influencing factors of China-ASEAN cooperation and the basis of the transfer.At the same time,elaborated the opportunities and challenges for the fourth international industrial transfer in the development of globalization.The fourth part analyzes the conditions for ASEAN countries to undertake industrial transfer,analyzes the similarity coefficient of industrial structure,assesses the degree of industrial fit of ASEAN countries to China.Constructs the gravity model,and establishes an attractiveness evaluation system by applying principal component analysis.Measure the countries with better industrial integration and analyze their attractiveness for China's industrial transfer.According to the order of attraction,the countries that are clearly suitable for transfer are Indonesia,Malaysia,Thailand,Vietnam,and the Philippines.The fifth part is the analysis of the regional selection characteristics of China's industrial transfer to ASEAN countries.Considering the criteria for the transfer of industries,the influencing factors,and the transfer path,the industries that are suitable for transfer are selected as infrastructure,labor-intensive industries,technology-intensive industries,and capital-intensive industries.The analysis of the key industries show that the type of industries that are suitable for China to transfer to Indonesia,the Philippines,and "Vietnam are mainly labor-intensive industries,including the textile industry,electronics industry,chemical industry,etc.The industries that are suitable for transfer to Malaysia are mainly technology-intensive industries,such as medium-tech manufacturing,electronics,automobiles,communications,etc.The industries that are suitable for transfer to Thailand are mainly capital-intensive industries,including petrochemical industry,equipment manufacturing,transportation equipment manufacturing,etc.In the sixth part,we have obtained the optimal location choices for China's industrial transfer to ASEAN countries through the above analysis,and put forward the countermeasures and suggestions for China's industrial transfer and related prospects.
