Study On The Main Mode Of Financial Fund Utilization In Industrial Precision Poverty Alleviation

Free of poverty with prosperity enjoyed by all is a dream and continuous practice in mankind's pursuit of justice and equity.To eliminate poverty is a shared holy responsibility of all the countries.Since reform and opening up,China has performed some system reform and innovation which has achieved great achievements.However,the imperfect market mechanism and other systems limit the progress of China's rural poverty reduction.Firstly,this paper introduces the international standards of poverty and summarizes the evolution of China's poverty standard from the standard of income from the single dimension to the multi-dimensional standard,which is called " Two do not worry,three guarantees ".From the perspective of development economics,public economics and industrial economics,this paper makes a deep analysis of the economic meaning of the industry's precise poverty alleviation,based on the detailed analysis of related concepts,In this paper,through the field investigation,using a large number of first-hand information,summed up a large number of cases,according to the questionnaire to obtain a large number of relevant information.In the aspect of the financial operation of the main mode of precision poverty alleviation,the three models of agriculture and forestry industry E-commerce industry and photovoltaic industry are mainly studied and analyzed by normative analysis and case analysis method,and described and analyzed in detail.In this paper,through the establishment of economic benefits,social benefits and environmental benefits of the three indicators,analyze and compare the effect of three kinds of industries on the use of fiscal funds for poverty alleviation.Furthermore,we discusses the difference of the effect of the financial poverty relief fund on different poverty alleviation projects.We found that the photovoltaic industry has the most obvious effect on the environmental benefits,and the effect of the agriculture and forestry industry on income growth and employment is the most obvious.The advantages of e-commerce industry in general,but as an extension of the industry chain is a huge role.The comparison results show that the effect of different poverty alleviation industry on the various indicators have their own advantages,and they need to cooperate with each other to achieve the best effectThrough a number of field research and in-depth case analysis.We found that there are still many problems in the utilization of the financial aid funds.For example,the large lacking of fund,low relative participation of project,unclear distribution of the project income,the deviation between the project and the actual needs and low quality of labor and so on.For the reason,mainly includes the lack of funding for poverty alleviation,inflexible of policy implementation,lack of awareness of the policy,the government performance difficult to partition,lack of education and training and the lack of effective integration of financial funds and so on.This paper also draws on the use of IFAD projects in the Dabie Mountains and the use of poverty alleviation loans by the World Bank.In these two cases,through the understanding of the success of the process of poverty alleviation and existing problems,learn from the experience of poverty alleviation work in many ways.In case analysis,obtaining experience mainly include alleviating the financial pressure of the fund through international organizations loans,scientific design of poverty alleviation projects,improving the degree of participation of poor households,poverty alleviation projects focus on sustainable development,improving people in poverty area capacity establishment and so on.In view of the above problems,this paper conclude the following suggestions.In order to improve the precision of financial poverty alleviation project funds industry generated in the effect of poverty alleviation,should improve the financial management of the funds,further integration of multi-channel sources of funding,improve the accuracy of the poverty alleviation project supply,improve the enthusiasm of participation in poverty alleviation project,and to increase the human capital investment in poor areas.
