With plans for the national fitness and health China 2030 program is put f orward,the enthusiasm of community residents exercise in China rising,espec ially residents of community public sports service requirements is also rising i nto the new era,our country social principal contradiction of the transformatio n of the growing demand for a better life for the people with the contradictio n between the imbalance is not fully developed,this article to seize this oppo rtunity,people's increasing diversification demand from the Angle of communit y sport art cultural fusion,building a community characteristics in conformity with the characteristics of tianjin project construction development mode,from the guiding ideology factors determine target field level classification Content system five aspects in line with the characteristics of community sports in ti anjin art culture development model,contribute strength for creating civilized community this paper adopts expert interview method,questionnaire survey me thod,mathematical statistics methods such as analytic hierarchy process to und erstand the basic situation of tianjin community,through the artistic and cultur al projects to engage in sports experts and teachers of tianjin sports mass spo rts management field interviews,based on the theories of sociology 5 w trans mission theory building of tianjin community sports art culture development m odel the research conclusion is as follows:1.Through the research,this paper defines the characteristics of public sport s service,sports art and culture in the new era.2.By means of investigation and analytic hierarchy process(ahp),the objecti ves and importance weights of the three major sports,art and culture characte ristic projects in the community and surrounding areas are established.3.Through the investigation and the expert judgment matrix,this paper build s on the socialist core values as the guide,follow the people-oriented guiding ideology of health first,according to the theory of hierarchy of needs 5 w mode as the theoretical basis,to carry out community special events as the main content,the government support lead,street agency responsible for the co ncrete execution,community residents' committees,the operational mechanism of social organizations to help the community development model,the pattern has been clear about the direction of community projects and the constructio n of key projects.4.Through the analytic hierarchy process(ahp),the expert judgment matrix i s carried out for the optimization design of the characteristic projects of sport s art and culture of community public sports service.The matrix is consistent,and the direct contribution rate(D value)of the importance level of the char acteristic projects of public sports service in urban community is obtained.5.The R value determines the sequence of scientific participation in various projects,taking into account such issues as community facility personnel and management.
