Under the background of enrollment expansion in colleges and universities,Chinese higher education is rapidly entering the stage of popularization,and the quality of higher education will be further improved.At the same time,the international influence of China's higher education has made significant progress.At the fifth press conference of the 19th National Press Center,Minister of Education Chen Baosheng pointed out:"By 2020,the gross enrollment rate of higher education will reach 50%from the current 42.7%,which means that higher education is basically universal."Then,while ensuring the penetration rate,higher education is acconpanied by many problems and challenges.In the important stage of vigorously popularizing higher education,the question of how to improve quality synchronization cannot be ignored.The development of educational activities is naturally inseparable from the correct education policy as a guide.There is no doubt that the prerequisite for the steady increase in the quantity and quality of higher education in China is to have a correct policy for higher education.Based on the 2018 World University Rankings in 2018,it is not difficult to find that among the top 100 universities in the world,there are 34 in the United States and 18 in the United Kingdom.Then are also among South Korea,Japan,France,Germany,etc.What kind of road should China take
