At present, many countries and political parties in the world will be troubled by the same political problem in the process of modernization, that is,the increasingly serious problem of corruption.Corruption governance has gradually become a hot spot and focus in the political life of various countries, and a series of political and social problems caused by corruption have also aroused heated discussion. At present, the construction and political stability of a harmonious society in China are influenced and played by various factors, among which corruption is the most serious and prominent problem. In particular, with regard to the corruption of grass-roots cadres,grass-roots cadres are in direct contact with the masses of the people, and they do not only represent themselves. In the eyes of the masses, they also represent the government, and the corruption of grass-roots cadres has seriously affected the political stability of our country. After some grass-roots cadres have embarked on the road of corruption, they will cause dissatisfaction with the party and the government and lose their trust in the party and the government. In the long run, more and more people have misunderstood the party and the government, and this dissatisfaction will erupt after reaching a certain limit, expressing their inner thoughts through collective petitions, and even social unrest. Moreover, some grass-roots cadres plug the funds used by the government to support the economic development of various regions into their pockets, which will also cause great harm to the economy of our country. In this paper, taking A city as an example, this paper studies the governance of corruption of grass-roots cadres in this area.First of all, this paper introduces the research background and significance of this paper, and collates the literature on corruption management of grass-roots cadres at home and abroad.Secondly, based on the research basis of the former, this paper defines the key concepts used in this paper, including the definition of corruption, the types of corruption in grass-roots cadres and the harmfulness of corruption in grass-roots cadres, and sums up the theoretical basis used in the study, including the theory of checks and balances of power,rent-seeking theory,principal-agent theory and equity theory;then,a simple introduction is made to the basic situation of A city and the organizational structure of corruption governance.Shao, and investigates the typical corruption cases of grass-roots cadres in this area in recent years, classifies and analyzes the characteristics of these cases, and based on the current situation of corruption of grass-roots cadres in A city, from the four aspects of system construction, system implementation, social culture and governmental functions, makes a deep analysis of the causes of corruption of grass-roots cadres in A city. Finally, this paper analyzes and collates the main measures of several representative areas of corruption management of grass-roots cadres at home and abroad, including Hong Kong and Singapore, and draws on the successful experience of these areas, and according to the root causes of corruption of grass-roots cadres in City A.Based on the advanced experience of other regions and countries at home and abroad, this paper puts forward some countermeasures from four aspects:perfecting the relevant system, strengthening the implementation of the system, strengthening the dissemination of clean government culture at the grass-roots level and Change government functions. It is hoped that the research on the corruption of grass-roots cadres in A city can provide a weak force for A city and even the whole country to deal with the corruption problem of grass-roots cadres in the future.
