This paper around the basic-level government conflict problems facing in the process of policy implementation,in Y county in guizhou cooperative project as the breakthrough point,discusses the basic unit government when faced with a conflict situation in the process of policy implementation,follow the specific system and strategy execution change logic and its consequences,to explore the possibility of a conflict coordination in the process of policy execution path,in order to promote the new understanding of the current grass-roots governance.In Y county in guizhou cooperative project on the basis of investigation,the article argues that as a local industry microcosmic performance of the project,the cooperative farmers cultivated land is the government,social capital and fusion,bundling and transformation and formation of the project management mode,this management mode is a basic unit government in the local governance in the formation of the typical management experience,is also the current grass-roots government to seek to maximize revenue,subsidies for transfer payment behavior logic.This study through the analysis of the operation of Y county farmers' professional cooperatives in guizhou,as well as the basic unit government in the development of cooperatives faced in the process of policy execution conflict phenomenon,try to put forward system and strategy execution change analysis framework,emphasizes the system from the macro level executive changes for the influence of the basic-level government execution behavior,also noticed from the micro level,the basic unit government administrative behavior in the process of system implementation change present a complex decomposition form.The article concludes that the relationship between the grassroots government of Y county and the central government does not present a fixed pattern under the pressure system.Due to the increasing complexity of the national governance structure,grass-roots governments are affected by organizational identity,role,value,meaning,action attitude and policy context,and adopt different attitudes to "soften" or "restrain" conflicts in the implementation of different policies.Whether in the early or later stages of policy implementation,grassroots governments tend to adopt "responsive strategies" to help them find a balance between autonomy and responsiveness in the process of policy implementation.Meanwhile,on the basis of sorting out existing theories,this study classifies conflict types in the process of policy implementation into three categories: internal conflict in the process of policy implementation,policy conflict at the same level in the process of implementation and policy conflict at different levels in the process of implementation.Finally,this paper points out that,although the government at the grass roots level on the basis of the effectiveness of policy implementation,or risk,take control and empowerment means to "respond" national policy,but because of the government's own control difference,multiple logical system exists between different government departments fragmentation of the policy environment,the possibility of a conflict will result in the process of policy implementation is.When the grass-roots government is caught in the conflict in the process of policy implementation,no matter what kind of response strategy it chooses,it will hinder other behavior rules from supporting the legitimacy of its behavior and weaken the legitimacy foundation of the grass-roots government.Therefore,the construction of effective social coordination mechanism and the emphasis on strengthening the legality and reciprocity of policy implementation are the alternative paths for the conflict in the process of policy implementation.
