New Urbanization And Its Coordinated Development Measures In Jilin Province

With the acceleration of the reform and opening up process,China's urbanization process is progressing steadily,and the development of urbanization has achieved certain achievements,but there are also many problems.Therefore,"new urbanization" came into being,and attracted wide attention from all sectors of society.The third plenary session of the 18 th CPC central committee stressed that we should adhere to the new urbanization,promote people-centered urbanization and focus on improving the quality of urbanization.For the past few years,the new urbanization rate of Jilin province has been persistently low,and it is imperative to accelerate the new urbanization process.Taking Jilin province as an example,this article is based on the new urbanization theory and practice,comprehensive considering the actual situation of Jilin province urbanization development,in view of the problems existing in the development of urbanization in China.This article selects 2011-2015 in Jilin province of new urbanization data as basic data,put forward the new urbanization index system framework.Index system of this article mainly from the target population index,economic index,land index,social index,ecological index and the perspective of the integration of urban and rural planning as a whole index,selects value method and Moran's I index using Excel software to calculate the new urbanization in Jilin province respectively proportion of various types of indicators and new urbanization level and degree of coordinated development of Jilin province,then using ArcGIS9.2 software and GeoDa software the Jilin province urbanization and various types of new urbanization coordinated development degree of cold hot spot agglomeration spatial pattern changes to judge the new urbanization development level and coordination degree of basic characteristics,and out of the time and space analysis of the new urbanization development level and the degree of coordinated development.This article finally concludes that ecological urbanization in Jilin province accounted for the largest proportion of new urbanization process,Its average weight in five years was 0.0887,the economic urbanization,social urbanization Urban and rural integration has increased;In 22 indicators accounted for the largest proportion per capita disposable income of urban households is 0.1290,the new urbanization level of Jilin province is on the rise,from 2.87 in 2011 to 3.52 in 2015,the growth rate is 0.65.The coordinated development of all types of urbanization in Jilin province decreased by 0.01,from 1.08 in 2011 to 1.07 in 2015.From the spatial pattern analysis,we can see that the new type of urbanization level in Changchun city of Jilin province has been at the hot spot of absolute,but its coordinated development degree is not in the hot area,but in Siping,Yanbian Korean autonomous prefecture,also has a great change in five years,has become the hot spot area.This article finds that the new urbanization level and the coordinated development of Jilin province is not balanced,and it is found that in the spatial pattern the hot zone does not drive the surrounding cities.Finally,based on the problems discovered during the new urbanization process in Jilin province,this paper makes a correct choice of the path countermeasures for the development of new urbanization.The analysis of new urbanization in jilin province reveals the context of urbanization development,directs the direction of urbanization,explores the root causes of urbanization,and formulates the strategy of urbanization development,according to the proportion of different types of urbanization,the future development Suggestions are given,and Suggestions on how to balance the development of new urbanization level and coordinated development,to achieve a new urbanization with high quality and sustainable development.
