On The Development Of Technology-based Small And Medium Enterprises Based On The Perspective Of Government Functions Research On Countermeasures

Technology-based SMEs are representatives of SMEs and represent the development direction of SMEs.Its unique and innovative nature makes it natural with the advantages of strong vitality,great potential,and good growth.The role of technology-based SMEs in economic and social development is mainly reflected in the provision of formal and diverse employment opportunities,the promotion of industrial transformation and upgrading,institutional adjustment,and the acceleration of the development of high-tech industries.The report of the 19 th National Congress of the Communist Party of China has clearly stated that small and medium-sized SMEs are the key to building a modern economic system and the core power source for building an innovative country.In order to respond positively to the decision of the Central Government,local governments must increase their support for SMEs' innovation.Because SMEs have high and low scientific and technological innovation capabilities,good or bad development will directly affect the creation of innovative cities in Xuancheng.Some foreign developed countries are actively exploring effective modes and means of government science and technology enterprise management so as to exert the maximum effect of scientific and technological innovation.This article uses literature research,business surveys,field research,data analysis and other methods.First of all,it defines the concepts of government functions,science and technology SMEs,and elaborates relevant theories.It briefly sums up the governments of the United Kingdom,France,and Japan.The role of the development of science and technology SMEs is played.Secondly,based on Anhui Science and Technology Statistical Communiqué,survey questionnaires and on-the-spot investigations,the comparative analysis of the current status of scientific and technological SMEs in Xuancheng City focuses on the problems existing in government functions,and studies show that government functions are not fully implemented.That is,problems such as insufficient supply of policies and insufficient support.At the same time,it combines the functions and implications of other urban governments in the development of science and technology SMEs.Addressing several aspects of Xuancheng's government functions,the government proposed to improve the relevant opinions and suggestions.The government guided the promotion of the rapid development of science and technology SMEs in Xuancheng City,and narrowed the gap with developed regions more quickly,and at the same time promoted Xuancheng ' s economy.Deeper,broader,more comprehensive and balanced development contributes to the promotion of harmonious economic and social development.
