With the continuous progress of the global economy,Chinese enterprises are facing a more complex environment in their development: the deepening reform of the structure,the renovation of technology,the increase of human cost,the intensive competition of resources,the rise of trade protectionism and the political instability in parts of international regions.In this environment,each enterprise is facing great pressure of competition,and at the same time,they are trying to make a change in order to adapt to the unstable environment and seek long-term development.Nowadays,more and more enterprises realize the importance of human capital,and regard human resource management as an important work in the process of enterprise operation.For enterprises with diversified resource advantages,only by achieving the effective management of the more dynamic capital-people,can they make full use of other advantages and obtain an invincible position in the competition.This paper makes an in-depth study on the problem of human resource allocation for enterprises under the inherent system for a long time,which studies from the perspective of enterprises and employees.Based on the combination of theoretical analysis and empirical analysis,the study explores the problems in a comprehensive and scientific way.At the beginning of this paper,the definition of human resources,human resources management,human resources allocation and the related incentive theory are cleared.On this basis,the basic situation,personnel structure and post situation of C enterprises are analyzed.This paper finds out that the total amount of human resource allocation in C enterprises is insufficient and some departments still need further construction.The configuration of logistics support department and comprehensive management department is weak;the age structure of employees is not reasonable and the proportion of employees at the age of 31-40 is small;the quality of human resource allocation in C enterprises still needs to be improved.Apart form this,based on the theory of human resources and the results of the questionnaire survey,this paper finds that C enterprise has low efficiency in the construction of human resource management system,salary system,performance incentive mechanism,enterprise culture,staff training and so on.In view of the above problems,this paper puts forward relevant solutions.This paper is a study of the human resource allocation problem of C enterprises in the oil industry.The results of this study enrich the case of this kind of research,which provides a reference for promoting the reform of state-owned enterprises and perfecting the human resource allocation in China.
