| Declassification of archives is an important part of archival work,which ensures timely meeting the needs of citizens' right to know,ensures the disclosure of government information and reflects the value of archives.In recent years,China has been vigorously promoting the government information disclosure work,archives as an important government information,in the open use of the work has made some achievements.However,there are many problems in the decryption of secret files.If the files cannot be decrypted in time,it is difficult to meet the information needs of citizens.Strengthening the research of archives declassification,exploring and solving the problems existing in the system of archives declassification in our country,and making the work of archives declassification more scientific and effective,has become the need of the current archives work.At present,China's laws and regulations in the part of file decryption make provisions for the scope and object of file decryption,but there are still many problems in the specific implementation rules,and the practicality is not strong.Based on the analysis of the current laws and regulations of archives declassification in China,this paper takes the archives of X province as the research object,and makes an interview and field investigation on the current situation of the archives declassification work of X province,mainly including the situation of the archives declassification and the utilization of the masses,the difficulties faced by the archives declassification work,the workflow of the declassification work and the cultivation of the talents for the declassification work.Based on the investigation and analysis of the archives of X province,this paper puts forward the common problems existing in the operation of the archives departments and the archives declassification units in our country at present: the deficiency in the standard of the archives declassification,the deficiency in the execution of the archives declassification,and the deficiency in the training of the archives declassification personnel.At the same time,in view of the problems existing in the declassification of archives,drawing on the experience of foreign countries,combined with the research of academic scholars and the suggestions put forward by relevant staff,this paper puts forward countermeasures for the policy,work and training,improves the declassification of archives in China,and further promotes the work of government information disclosure. |
