Research On The Existing Problems And Countermeasures Of National Archives Inquiry And Utilization Service Platform Construction

At present,the field of archival work is facing double pressures caused by the development of new technologies and the improvement of management service capabilities caused by social development and changes in public demand.New generations of information technologies such as artificial intelligence,big data,cloud computing,and the Internet of Things have spawned new applications of archives and introduced new ones.The implementation of the national governance system and governance capability modernization strategy also requires accelerating the pace of modernizing the archive governance system and governance capabilities.The archive system is facing transformation and upgrading,and the modernization of archive management with information as its core is accelerating and continuously making new progress.In the work report at the meeting of directors of the National Archives Bureau,Minghua Li summed up the work in 2018,and clearly stated that the goals and tasks for the construction of a national archive query and service platform would be launched in 2019.The emergence of a national archives inquiry and utilization service platform will greatly enhance the public service capabilities of the archives department and increase the public's satisfaction with file inspection.Therefore,this article studies the construction of the national archives query and utilization service platform from the perspective of problems and countermeasures.It is divided into the following four parts: the first part is the introduction,which introduces the background,definition of related concepts,and research status at home and abroad.The second part is related to the practice of the construction of the national archive query and service platform.The emergence of the National Archives Inquiry and Utilization Service Platform is based on the era background of the construction of a national integrated online government service platform.This part firstly sorts out the development and status of the national integrated online government service platform,and summarizes the status of the file query and utilization service platform in the field of archives,and then analyzes the archive services of related platforms.The third part is to discuss the existing problems in the construction of the national archive query and utilization service platform.This part is based on the status quo survey and analyzes the factors that restrict the construction of the national archive query and utilization service platform from the five levels of system,organization,resources,technology and service.The fourth part is the countermeasures for the construction of the national archives inquiry and utilization service platform.The five aspects of system to first avoid risks,enrich the archives service organization system,build a goal-oriented digital archives resource system,multiple technical strategies to ensure archives information security,and Internet thinking to innovate archives service mechanism are proposed,with a view to promoting the construction of a nationwide archive query and utilization service platform to a new level.
