Research On The Participation Of Social Forces In The Construction Of Public Libraries In H City

With the continuous development of China's economy,Chinese people's demand for culture is increasing,and social forces are developing and growing.As an important occasion for cultural communication,public libraries can no longer meet the growing cultural needs of the public only by relying on the government.Therefore,it is necessary to actively introduce social forces to participate in the construction of public libraries.In foreign countries,the participation of social forces in the construction and development of public libraries has been relatively mature;in China,the participation of social forces in the construction of public libraries has gradually emerged.In 2018,the library law of the People's Republic of China was officially implemented,among which there are several legal provisions encouraging social forces to participate in the construction of public libraries,and the state and government actively encourage social forces to participate in the construction of public libraries.The social forces involved in the construction of public libraries in this paper mainly rely on the new public management theory,new public service theory,governance theory and other public management theories,with the government as the leading role and the participation of social forces as the auxiliary,in order to meet the goal of reader service,and strive to improve the management efficiency and service efficiency of public libraries.The modes of social forces participating in public libraries include enterprise participation,voluntary service and social donation.This paper mainly studies H social forces to participate in the public library construction of the city,and a detailed study the present status of H city social forces to participate in the public library,and analyzes the problems existing in the H city social forces to participate in the public library and the causes of the proposed measures and Suggestions,hope H city social forces to further promote the construction and development of public library,meet the demand of the readers,but also expect to other parts of the social forces to participate in the public library construction has a certain reference significance.The research methods of this paper include literature research,practice survey,network survey and so on.This paper mainly consists of six parts,the first part of the introduction,including the research background and significance,domestic and foreign research status,research methods,innovation and shortcomings.The second part defines the relevant concepts and theoretical basis,including the overview of social forces,the overview of public libraries,the overview of social forces participating in the construction of public libraries,the new public management theory,the new public service theory,and the governance theory.The third part analyzes the current situation of social forces participatingin public libraries in H city,including the specific situation of public libraries in H city,the current situation of enterprises participating in public libraries,the current situation of volunteer mode in public libraries,the current situation of social donation mode in public libraries,and the current situation of private collection and painting utilization in public libraries.The fourth part is about the problems and causes of the social forces participating in the construction of public library in H city.The fifth part is the Suggestions and measures for social forces to participate in the construction of public libraries in H city,including the government's promotion of the development of social forces,the development of social forces themselves,the attraction of public libraries to social forces,and individual participation in the construction of public libraries.The sixth part is the conclusion and prospect.
