With the rapidly developing economy,the fast increasing national consumption capacity and especially the increasingly popular online shopping,the amount of consumption disputes that accepted by the market supervision department is rising year by year.Administrative departments deal with these disputes through the information-based system.City level units develop systems separately and provincial level units summarize data from these systems is the current pattern of consumer complaint reporting system of N province.However,it brings lots of problems as follows.Firstly,the data standards of each system are not uniform,resulting in the inability to effectively supervise the quality of the data.Secondly,business explanation,dispute handling,data statistics and policy implementation are solved differently between city level units,and can't be guided together.Thirdly,as the quantity of complaint report increasing,many pending disputes will be over time.Fourthly,the efficiency of the query is low and the time is prolonged within the increasing of data amount.Fifthly,the old system cannot reuse the data and dig the data potential value,at the same time the consumption warning function cannot be realized.Aiming to solve above problems,this paper takes N province's consumer complaints and reports management system as the background,uses the Primeton EOS(Entriprise Operation System)development platform,bases on the weighted queue schedule algorithm,compound query mode,and decision tree algorithm to design and implement the consumer complaints and reports management system in the SOA(Service Oriented Architecture)framework.The specific work is as follows:By the form of a sequence diagram,system's functional modules are analyzed in detailed demand,including: appeal registration,appeal dispatch,appeal feedback,information query,consumption claims,statistical form,and other functions.The system network topology,system architecture,batch grouping,data query,consumption claims and database design are realized.The administrative and time costs have been saved by using the SOA structural concept to reuse the system.Effectiveness of handling disputes has been improved by using the weighted queue schedule algorithm method to divide registration sheets into groups.The query efficiency has been improved by using compound query method.And the consumption alarm function has been realized by using the decision tree method to establish the model of gullible crowd.The introduction system is based on the implementation of the SOA framework.The system functional modules,which including system architecture,appeal registration,appeal dispatch,appeal feedback,information query,consumption claims,statistical form,and other functions,are showed through the way of codes and pages.The system's partial function is tested and the key function is verified.System testes include SOA test,functional test,and performance test.The SOA test is divided into stability testing and response time driven testing.Functional test includes the weighted queuing algorithm,the optimization of query model,and the verification of consumption alarm.The performance test is to test the performance indexes of the system hardware and software.Finally,the test and verification show that the upgraded system realizes the new working mode as provincial-level centralized deployment,unified data and business standards,and unified supervision of work.This system has been applied and popularized in practice.
