With the development of communication technology,radio network is experiencing changing and updating.The next generation broadcasting network will have the characteristics of ultra-high definition broadcast,robust transmission and interactive services.In order to meet these needs of users,the United States ATSC3.0(Television Systems Committee Advanced 3)committee calls proposal globally for next generation broadcasting.At present,the physical layer and MAC layer of the dedicated uplink network has been basically passed,and the dedicated uplink network planning has just been started.This paper mainly studies the network planning issue.In order to not affect the existing downlink broadcasting service,the uplink network needs extra frequency bands.Since the shortage of wireless spectrum resource,giving uplink network additional spectrum may affect other wireless communication services.Therefore,this paper considers using TV white space as the frequency resource of uplink network.In this paper,the method of link budget is used to find the white space from the view of macro network planning.In order to minimize the interference between uplink network and downlink network,this paper proposes a spectrum resource allocation method based on coloring theory.Compared with the existing spectrum resource allocation method,the proposed method takes account of the co-frequency interference controlling issue,and avoids severe co-frequency interference at spectrum allocation stage.Finally,to ensure the uplink network can achieve coexistence with other cognitive networks,this paper proposes a spectrum etiquette strategy.This spectrum etiquette strategy ensures the coexistence of broadcast uplink network and other cognitive networks by setting a common control channel for control information exchange.On the other hand,this paper solves the issue of the position selection for relay stations.Since this optimal problem belongs to an NP hard problem,there are no mathematical analysis forms for the optimal solution.Some iterative methods are used in this paper for searching the quasi optimal solution.One method is the selective Particle Swarm Optimal(PSO),another is the Ant Lion Optimal(ALO).For PSO method,the paper finds the optimal parameters setting in network planning.The ALO method is firstly used in solving network planning problem.This paper improves the searching direction selection in ALO method.By simulation at different circumstance,this paper proves that ALO method is feasible in network planning issue.This paper shows the feasibility of planning broadcast uplink networks using TV white space.The uplink network will not produce serious interference on the original downlink network.Also the uplink network can achieve coexistence with other cognitive networks.The results can be a significant reference for our government making spectrum management regulation in the future.
