Human society has entered a big data era with explosive growth and deep data mining for intrinsic information and core values.Big data,as a new development trend,will accelerate the transformation and upgrading of China's traditional industries.And it will bring about the innovation of enterprise safety management concepts and the change of management models.on October 28,2018,The incident,"10·28" bus crash in Wanzhou District of Chongqing,shocked both China and foreign countries.it revealed the lack of public passenger transport safety management under the new situation.The lack was mainly reflected in the fact that the data information of enterprises and government information could not be connected in real time.This poses a challenge to the safety management of public passenger transport.Therefore,it is necessary to optimize and innovate the safety management model of public passenger transport and make full use of modern information means to ensure the safety of public passenger transport.Taking the Chongqing public passenger transport safety risk management system as an example,this paper introduces that applying the big data in the public passenger transport safety management to build an intelligent safety management network,prevent and control the occurrence of safety accidents from the source,and improve the government's public passenger transport safety management.It has theoretical and practical significance to improve the economic and social benefits and provide a reference for the government regulatory authorities to use big data technology to promote the innovation in management concepts and change of management ability.Based on Heinrich's law and Deming's law,Chongqing public passenger transport safety risk management system puts forward the design concept and applies it in practice.At present,the application status of big data in Chongqing public passenger transport safety management is mainly represented by four points.First,the initial establishment of intelligent safety management system based on big data.With the characteristics of modern information technology,Chongqing uses GPS satellite positioning system and vehicle-mounted monitoring system to collect data such as vehicle driving status,driver's working status during the shift,and passengers in the car,and analyze it to find out the unsafe behavior of people and the unsafe state of objects.It realized the dynamic management of public passenger vehicles.The system integrates a large number of messy and scattered security information to form "big data".According to the three stages of advance,middle and post-event,it is divided into eight sections:rules and regulations,hidden dangers investigation,risk management,statistical analysis,operation management,safety and security,safety goals,and industry supervision.It establishes an intelligent safety management system to prevent and control safety accidents from the source.Second,to achieve the standardization of public passenger transport safety management.Based on relevant laws and regulations and data collected in daily security inspections,the Chongqing public passenger transport risk management system has continuously improved and summarized 52 risk points for enterprise safety management.For 52 risk points,adopt expert questionnaires,corporate surveys,etc.,set different weights,and propose the concept of accident symptoms.With regard to different risks,we have adopted classification management,role management,process management,and evaluation mechanisms to quantify the management work,and gradually infiltrate the safety management concept of public passenger transport into all aspects of enterprise safety management.In this way,the standardization and normalization of enterprise safety management are realized.Third,the construction of public passenger transport safety management system and mechanism.According to Deming's theory of quality management,the first is to find the problem,and then analyze the main causes of the problem.For the main reason,propose the solution and execute it.After the execution,check the implementation effect and summarize the successful experiences,and finally formulate corresponding standards to realize Daiming cycle.Fourth,the use of information technology real-time dynamic supervision,achieve good results.The application of big data has five problems in Chongqing's public passenger transport safety management.Firstly,the boundary of big data collection and application is blurred.The second is that the scope of big data collection is narrow.The third is the analysis and utilization of big data are insufficient.Fourth,the vehicle monitoring data cannot be saved on the platform.And the fifth is passive participation of enterprises under the leadership of the government.In this paper,the following solutions are proposed to improve the application of big data in Chongqing public passenger transport safety management.First of all,speed up big data legislation.The second is to make the big data public.Third,establish a talent training system.Fourth,strengthen infrastructure investment.Fifth,the government guides big data application.
